<span><u><b>Job Summary</b></u>
<br></span><p>The QA/QC Engineer ensures that work / projects are delivered based on good work practices and project
specifications to guarantee completion of work within the given time limits with quality of work that meets or
even exceeds the clients expectations by implementing international quality standards plans and quality
procedures in all the construction activities. Assists in developing the Project Quality Management System by
establishing procedures, plans and work instruction as needed.</p><br>
<br><br><u><b>Job Responsibilities 1</b></u>
<br><p>Assist Project QA/QC Manager or Sr. QA/QC Engineer on implementing quality management system at site as per approved Project Quality Plan and IMS Procedures.</p><br>
<p>Prepare work inspection requests (WIR) for each construction activity and submit to consultant to ensure it covers all the construction activities done on site.</p><br>
<p>Check all incoming materials as per project specifications and approved material submittals.</p><br>
<p>Monitor WIRs and test reports and update the Quality Manager and site team on the status.</p><br>
<p>Establish and monitor control of QA/QC Plans, Method of Statements and Test Plans before commencement of the project and implementing it during the project in order to meet the project quality requirements and client’s expectations.</p><br>
<p>Ensure that control of document procedures is implemented and all approved documents from consultant are distributed through the document control system.</p><br>
<p>Check Inspection and Test Plan if available and all method statements and test plan are submitted for the consultant as per the approved ITP plan.</p><br>
<p>Prepare work inspection request (WIR) for each construction activity and submitted to consultant to ensure it covers all the construction activities done on site.</p><br> <br><br><u><b>Job Responsibilities 2</b></u>
<br><p>Verify if work inspections are carried out as per the plan and advice the construction team for the corrective action to avoid the rejection of work and emphasizes that work inspection shall passed during the first submission with 90% rate.</p><br>
<p>Ensure all incoming materials are checked as per the project specifications and approved material submittals.</p><br>
<p>Inspect all materials internally before offering inspection to the consultant, raising the NCR to the supplier in case the substandard material is delivered, the record of inspection shall be included in the month Quality report.</p><br>
<p>Monitor WIR and test reports and update Management, Construction Team, Planning, Quantity Surveyors and Cost Control Departments about the current job status.</p><br>
<p>Maintain the records of all work and material inspection and provide the data in the weekly progress meetings.</p><br>
<p>Record all test results and ensure it's availability for steel along with the mill certificates.</p><br>
<p>Make sure that logs are available along with the test reports for all types of test as per the approved testing matrix.</p><br>
<p>Checks concrete pour cards are maintained on daily basis and copy is provided to the storekeeper to raise the SRV and to the cost controller/QS</p><br>
<p>Support the implementation of HSE initiatives, participate in safety awareness activities, and contribute to incident reporting and resolution in alignment with company and IMS policies</p><br>

<br><p> Knowledge of work related standards, specifications, and quality systems such as: ISO 9001, QCS, SMACNA,</p><br>

<p>employment laws/regulations sufficient to analyze proposed policies. In-depth knowledge on the Quality</p><br>
<p>Management System (QMS) or Integrated Management System (IMS)</p><br>

We are seeking a highly experienced and commercially focused Commercial & Contract Manager to lead the commercial management of construction projects from tender stage through project completion. This strategic leadership role is responsible for overseeing all commercial, contractual, cost control, and quantity surveying activities across the project lifecycle. The successful candidate will play a key role in maximizing profitability, managing commercial risks, protecting contractual entitlements, and supporting the company's continued growth and competitiveness in the market. The Commercial & Contract Manager will act as the organization's primary commercial authority, working closely with senior management, project teams, consultants, clients, subcontractors, and suppliers to ensure successful commercial outcomes on all projects.<br>Key Responsibilities<br>Commercial Leadership Lead and manage the organization's commercial function. Provide strategic advice on pricing, contractual matters, commercial risks, and profitability. Develop and implement commercial policies, procedures, controls, and governance frameworks. Support business growth by identifying opportunities to enhance commercial performance and project returns. Ensure commercial best practices are consistently applied across all projects. Tendering & Estimation Lead the complete tendering and bidding process from opportunity assessment to submission. Analyze tender documents, contract conditions, technical specifications, and risk factors. Develop detailed and accurate cost estimates covering materials, labor, equipment, subcontractors, and indirect costs. Establish pricing strategies and commercial positioning for bids. Conduct bid/no-bid assessments and provide recommendations to senior management. Coordinate with engineering, procurement, civil, and MEP teams to prepare competitive bids. Participate in tender clarifications, pre-bid meetings, and negotiations. Ensure submission of fully compliant, competitive, and commercially sound tender packages. Contract Administration & Commercial Management Assume full commercial responsibility for projects following contract award. Establish project commercial baselines, budgets, cost breakdown structures, and cash flow forecasts. Manage variations, claims, change orders, disputes, and Extension of Time (EOT) submissions. Ensure compliance with contractual obligations while protecting company rights and entitlements. Support project teams with commercial advice and contract interpretation. Lead claim preparation, negotiation, and settlement activities. Identify and pursue opportunities for revenue enhancement and commercial recovery. Cost Control & Performance Management Monitor project costs, budgets, commitments, and financial performance. Analyze cost variances and implement corrective actions where necessary. Drive margin protection and continuous profitability improvement. Develop and monitor key commercial performance indicators, including:Cost variance Cash collection Claim recovery Maintain and continuously improve cost databases, benchmarks, and commercial reporting systems. Cross-Functional Coordination Ensure commercial alignment between Civil, MEP, Engineering, Procurement, and Construction teams. Optimize the utilization of Quantity Surveyors and Commercial Engineers across projects. Integrate design stage and construction inputs into effective commercial solutions. Facilitate collaboration between tendering, design, and project execution teams to achieve project objectives. Leadership & Team Development Lead, mentor, and develop a team of Commercial Engineers and Quantity Surveyors. Foster a culture of accountability, collaboration, and high performance. Support talent development, succession planning, and continuous professional growth. Promote knowledge sharing and commercial excellence across the organization. Reporting & Governance Prepare and present weekly tender status reports and monthly commercial performance reports. Develop executive dashboards and management reports. Report project commercial status, risks, opportunities, and performance to senior leadership. Ensure transparency, accuracy, and consistency in all commercial reporting activities.<br>Qualifications & Experience Education Bachelor's Degree in Civil Engineering or a related discipline. Quantity Surveying qualification is considered a strong advantage. Experience Minimum 12 years of experience within the construction or contracting industry. Proven track record in:Estimation and bidding Commercial management Contract administration Cost control and financial management Claims and variation management Experience managing the commercial aspects of major construction projects. Demonstrated ability to operate effectively in an independent senior leadership role. Technical Skills Strong expertise in Commercial Management and Quantity Surveying. Extensive knowledge of FIDIC and other standard construction contracts. Advanced cost planning, budgeting, forecasting, and financial analysis capabilities. Excellent negotiation, claim management, and dispute resolution skills. Advanced proficiency in Microsoft Excel. Experience with ERP, costing, and commercial management systems.
