<p>Provide technical guidance to support the Utilities AMP functions as required by the contract. This position will be in support of the Air Force Contract Augmentation Program (AFCAP), and it is located at Al Udeid Air Base (AUAB), Doha, Qatar. Essential Responsibilities:</p><p>• Responsible for an asset lifecycle management portfolio containing all the provision and management of water supply, wastewater, storm water, electrical, mechanical, and fuel services.</p><p>• Responsible for the management of utility networks and meeting regulatory requirements, such as environmental quality and public health permitting, sampling, analysis, and reporting IAW applicable laws and regulations.</p><p>• Serve as the engineering expert and supervise the sub-AMP managers assigned to the Utilities Sub-AMPs areas of responsibilities (Electrical, Wastewater and Stormwater, Potable and Non-Potable Water, Mechanical Distribution).</p><p>• Provide support on real property installed equipment (RPIE) generators and equipment authorization inventory data (EAID) generators.</p><p>• Advise and assist in a portfolio-wide view of facilities and linear infrastructure at the highest level.</p><p>• Subject matter expertise shall lend itself to providing the Government with recommendations on how best to invest in the assets under their purview and align its efforts under four main lines of effort: Asset Visibility, Requirements, Planning, and Performance.</p><p>• Advise and assist the Government to ensure the asset inventory reflects sufficient level of detail to enable investment decisions.</p><p>• Conduct regular quality assurance (QA) reviews of data and use gap analysis to identify where Sub-AMP and subject matter experts shall collect additional data.</p><p>• Support condition assessments and provide guidance to ensure relevant data has visibility and analysis.</p><p>• Work with Operations Flight shops, subject matter experts, and the Engineering Flight to advise and assist the Government on the condition assessment methodology and approach to ensure the data is adequate and the data resulting from the condition assessments are properly documented.</p><p>• Advise and assist the Government in defining and prioritizing requirements within respective activities.</p><p>• Integrate requirements from Sub-AMPs within their activity and identify target years for project development, design, and execution.</p><p>• Advise and assist on creating requirements to support future opportunities deriving from asset analysis.</p><p>• Utilize appropriate systems to identify investment requirements at facility or equivalent master-asset level to repair/sustain systems throughout their life cycle.</p><p>• Advise and assist on developing requirements which may be executed through organic Operations Flight labor or through projects managed in the Engineering Flight.</p><p>• Perform work planning, including grouping of requirements into opportunities and developing a rough cost and work estimate for them.</p><p>• Lead semi-annual AMP working groups. AMP working groups should discuss the status of asset visibility, the current risk in asset portfolios, project candidates, performance assessments of key performance indicators (KPI), a review of any completed AMP objectives, and a summary of AMP objectives to accomplish in the coming year.</p><p>• Advise and assist the Government in the development of metrics and KPIs to ensure activities deliver optimal service.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>Must have an Electrical Engineer Bachelor s Degree from an ABET Accredited University.</li><li>Must have at least five (5) years experience in electrical power distribution systems, electrical generation, or control systems.</li><li>Prior R&O experience is preferred.</li><li>Must be familiar with NexGen IT and BUILDER SMS.</li><li>Required to complete AFIT WENG 200, WENG 400, WMGT 231, WMGT 417. Job Title: Marine Procurement Category Officer Company: Nakilat Location: Doha, Qatar<br>Job Summary and Purpose<br>Effectively manage the Marine Procurement activities for specific categories for Nakilat and its JVs (as applicable), including but not limited to contracts’ management and administration, sourcing strategy, performance monitoring and tracking, vendors’ management, etc., aiming at maximizing cost effectiveness and optimize value.<br>Accountabilities<br>Manage the end to end contracting activities in an effective and efficient way, enabling Nakilat to enhance returns from spend for goods and services, and improve the performance in terms of cost, quality and overall value on its panel of categories. Plan, develop and implement the entire range of the procurement strategies in alignment with the business objectives. Manage the challenges associated with conflicting priorities and change in demand due to rapid business growth. Optimize existing contracts in terms of efficiency, cost and value, which shall directly have an impact on Marine spend in coordination with Nakilat and the Joint Venture companies. Identify opportunities for synergies, consolidation and standardization engaging JVs, and leverage size and scale, and execute accordingly to realize value through strategic contract and cost management solutions for the respective panel of categories. Obtain End User buy in at all stages of the contracts’ management, to ensure the smooth implementation of contracts. Establish regular KPI’s and suppliers scorecards for respective categories, considering previous experience, lesson learned with focus on continuous improvement. Optimize categories’ suppliers database based on research conducted, internal / external sourcing. Implement and develop an effective supplier relationship approach with vendors, covering performance follow up, Supplier risk management, Supplier improvement plans, etc. Record, follow up and provide answer to the failure of contracted suppliers, monitor incidents (i.e. goods/services not meeting the standard or incorrect goods/services supplied by the vendor), and take required actions. Perform vendors audit at prequalification and evaluation stages to ensure compliance with Nakilat requirement. Manage overall contracting cycle “end to end activities” related to pre-award and post award stags, and administrate the contracts during their entire life, including the issuance, review, and renewal. Evaluate the risk of the contract and ensure that appropriate protections are in place. Provide expert advice on Marine services and goods procurement to related stakeholders for respective categories. Prepare and recommend procurement strategy to the proper TOFA holder, including LTC and GTC, along with the related analysis/evaluation for review and award considerations (based on technical and commercial factors). Perform regular market analysis and benchmarks on respective categories of goods and services and feedback the outcome to the End User. Implement and support the development of unified policy, processes, and initiatives through adoption of best in class practices to improve cost, quality, delivery of Marine services and goods. Ensure that all activities are done in compliance with existing P&Ps, company code of ethics and business conduct and with relevant regulations. Build and maintain healthy relationships with new and existing suppliers.<br>Key Result Areas Act as a focal point for matters pertaining to respective categories. Maximize the profitability of the Marine spending on respective categories Improve the support of the Marine Procurement to the End User under respective categories. Secure marine goods and services under respective categories within the required standards (time, quality, cost, etc.)<br>Qualifications, Experience and Job Skills<br>Qualifications:University degree in Procurement and Supply Chain; Law; Business Administration; Engineering (BA and above; Master’s Degree preferred). Preferably with membership of CIPS (Chartered Institute of Procurement and Supply)<br>Experience:a minimum of 3 years of experience in Marine Procurement, which 1 year should be in a similar role primarily in a well-recognized maritime company. Experience in handling contracts for various disciplines with complex procedures and policies. Proven experience of vendor management and contract management is required.<br>Job Specific Skills:Knowledge of marine regulation, marine vendors, and preferably LPG environment. Proactivity Knowledge of standard forms of contract, contracts law and industry best practices on strategic sourcing and contract management Ability to analyze and develop compelling business cases and present the same at senior management level Strong understanding of Contracts and Procurement principles and end-to-end supply chain management practices and processes Strong analytical skill, commercial and financial acumen Skilled IT user (MS Office and SAP), preferably having some knowledge in AMOS.
