Division: UCC EPC – Oil & Gas Location: Qatar<br>Job Summary The Senior Technical & Proposal Manager is responsible for leading the development, coordination, estimation, and submission of technical and commercial proposals for major EPC Oil & Gas Pipeline projects. The role manages the entire bid lifecycle, including tender evaluation, proposal strategy, technical compliance, constructability reviews, cost estimation coordination, resource planning, risk assessment, and client engagement. The position requires extensive experience in onshore pipeline projects, including gas transmission pipelines, crude oil pipelines, product pipelines, flowlines, gathering systems, valve stations, pumping stations, and associated facilities. Key Responsibilities Proposal & Tender Management Lead the preparation and submission of high-quality technical proposals for EPC Oil & Gas pipeline projects. Review ITTs, RFQs, RFPs, tender documents, specifications, drawings, and contractual requirements. Develop bid strategies and execution approaches aligned with client requirements. Ensure full compliance with tender requirements, technical specifications, project scope, and contractual obligations. Manage proposal timelines, milestones, deliverables, and submission processes. Conduct tender risk assessments and support Go/No-Go decisions. Lead technical clarifications, bid reviews, and proposal presentations. Technical Leadership Develop construction methodologies and execution plans for:Gas transmission pipelines Crude oil pipelines Product pipelines Flowlines and gathering systems Pipeline rehabilitation and replacement projects Associated facilities and utility networks Coordinate with Engineering, Construction, Procurement, Planning, HSE, and Commercial teams to develop competitive technical solutions. Review constructability issues and identify project risks and mitigation measures. Incorporate value engineering initiatives to enhance project competitiveness. Estimation & Commercial Support Coordinate with Estimation teams for project costing, budgeting, and pricing strategies. Review BOQs, manpower plans, equipment requirements, productivity assumptions, and execution schedules. Evaluate subcontractor and supplier proposals. Develop proposal assumptions, qualifications, exclusions, and risk registers. Participate in management reviews and tender approval processes. Stakeholder & Client Management Serve as the focal point for all technical proposal-related communications. Coordinate with internal stakeholders and project teams during bid preparation. Respond to technical queries, clarification requests, and tender correspondence. Support client presentations and technical discussions during the tendering phase.. Education Bachelor's Degree in Mechanical Engineering, Civil Engineering, Construction Engineering, or a related discipline. Master's Degree is an advantage. PMP, APMP, or equivalent professional certification is preferred. Experience Minimum 15 years of overall EPC experience. Minimum 8 years of experience in Technical Proposal Management, Tendering, Estimation, or Business Development roles within the EPC industry. Mandatory experience in Oil & Gas Pipeline EPC projects. GCC/Middle East experience is preferred. Experience handling large-scale pipeline projects valued at USD 100 Million+ is an advantage. Technical Knowledge & Skills Advanced expertise in technical proposal preparation and management. Strong understanding of EPC project delivery methodologies. Check the Qatar Police incoming e-mails periodically and update rest of the team for any necessary information. Conduct regular patrol of the property to ensure all areas are safe and secure. Conduct Security Department meetings. Attend and participate in other required hotel Review and approve departmental schedules/payroll and make necessaryadjustments. Establish contact with CID officers on the area and maintain a report with other CID operators in nearby competitors. Ensure all emergency calls are attended as top priority is given to these calls. You will streamline shipping and customs activities, define the most suitable transportation and customs schemes, and supervise the safe, efficient and cost-effective movement of Saipem purchased materials, subcontractors’ equipment and company-provided items in compliance with project requirements, budget and schedule.<br><br>How can you support us? Here below your responsibilities:<br><br>Streamline shipping and customs activities within the supply chain process, coordinating with Procurement, Expediting & Inspection, Asset and Operational Logistics to improve efficiency, competences and cost control. Define the best transportation and customs scheme, including feasibility and cost assessment, according to actual project requirements. Supervise and manage transport and customs formalities for Saipem purchased materials, subcontractors’ equipment and company-provided items from agreed delivery point up to final destination. Support tendering and supply chain functions by defining transportation schemes, assessing feasibility and preparing related budget inputs. Define the overall Project Customs scheme during tendering and execution phases according to project fiscal organization, vendor locations, material origin and applicable customs/fiscal regulations. Support procurement activities by defining contractual delivery terms, providing transport costs, preparing packing specifications and shipping instructions. Liaise with Expediting & Inspection once goods are released for collection, ensuring timely shipment arrangement up to destination. Coordinate with Logistics to define Project Shipping instructions and ensure distribution through the Shipping and Customs Network to all transport offices involved. Support the Insurance department by ensuring proper notification where shipment value exceeds corporate insurance deductibles or when damage occurs during transportation. Review and approve Scope of Works, Purchase Requisitions and Technical Bid Evaluations relevant to Transport Frame Agreements and single dedicated shipments. Manage Transport Agreements and monitor utilization, approving related AfS / WO within power of attorney limits and authorizing SE / Progress Reports. Ensure proper document archiving and traceability of all records relevant to shipping and customs activities. Ensure the required information flow toward competent functions for liquidated damages and price revision matters. Assign Shipping & Customs Coordinators to projects and ensure adequate support from Shipping and Customs officers, including outsourced resources through the network when required. Participate in vendor qualification and provide feedback/reporting on owners, freight forwarders and customs brokers performance.<br><br>What are we looking for?<br><br>Education<br><br>Bachelor’s or Master’s degree in Logistics, Supply Chain Management, Engineering, Business Administration, or related discipline.<br><br>Experience<br><br>Minimum 10–15 years of experience in shipping, customs, logistics or supply chain roles, with proven experience managing transport schemes, customs formalities, vendors, freight forwarders and customs brokers within oil & gas, energy, EPC or large project environments.<br><br>Languages<br><br>Fluent in English (mandatory) Additional languages (Italian, French, Arabic) are a plus<br><br>Technical Skills<br><br>Strong knowledge of shipping, customs and international transport regulations, including customs documentation, declarations, VAT, tariffs, customs brokers and freight forwarder management. Ability to define overall Project Customs schemes according to project fiscal organization, vendor location, country of origin and local regulations. Expertise in transport planning, shipping instructions, packing specifications and Incoterms in line with project and contractual requirements. Experience with Scope of Works, Purchase Requisitions, Technical Bid Evaluations and Transport Agreements for frame agreements and dedicated shipments. Knowledge of port, air and sea operations, including documentation, handling, dangerous goods / out-of-gauge cargo and transport permits where applicable.
