<p>• Act as the primary point of contact between vessel masters, port authorities, agents, and project teams • Supervise vessel arrivals, departures, cargo operations, and bunkering to ensure timely port turnarounds • Monitor compliance with IMO, SOLAS, MARPOL, ISPS, and port state regulations • Coordinate with pilots, tug operators, and terminal staff for safe berthing and unberthing operations • Oversee crew changes, provisions, spares, and logistics for project vessels • Conduct vessel inspections to ensure seaworthiness, safety, and environmental compliance • Investigate incidents, near-misses, or delays and implement corrective actions • Prepare port call reports, cost analyses, and operational performance reviews for management • Liaise with classification societies and flag state authorities for surveys and certifications • Ensure vessel certificates are valid and maintained; track expirations and coordinate renewals • Manage vessel budget including port disbursements, agency fees, and operational costs • Coordinate with technical teams for vessel maintenance and repair planning • Ensure compliance with charter party requirements and client specifications • Provide guidance and support to vessel masters on operational and regulatory matters • Participate in risk assessments and develop mitigation strategies for port and vessel operations.</p><p>• Valid Master Mariner (Class 1 COC) or Chief Engineer license preferred • Minimum 5-10 years of experience as Port Captain, Marine Superintendent, or Senior Deck Officer • Experience with vessel types including tugs, barges, crew boats, offshore support vessels, and workboats • Strong knowledge of port operations, charter party agreements, and voyage planning • Familiarity with ECDIS, PMS, vessel tracking systems (AIS, VDR), and navigation software • Understanding of international maritime regulations (SOLAS, MARPOL, STCW, MLC, ISM, ISPS) • Proficiency in English; additional languages (Arabic, Hindi) are a plus • Ability to work under pressure in a 24/7 operational environment • Valid offshore certifications (BOSIET/HUET) if required for project sites.</p>

<p>Responsibilities</p><p>Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned program, project, or subtask. Acts as the Company representative with the customer and selected suppliers during the program execution. Negotiates changes to the scope of work with the customer. Assists business development in understanding customer issues and business plans in order to market and secure new/additional work.</p><p>Establishes the program requirements for all areas of the program, and monitors the draft and final deliverables for adherence to these criteria. Assigns responsibility to executing project plans for key subordinates and assesses how to utilize their qualifications and strengths.</p><p>Provides input to performance reviews and development plans for subordinates. Promotes technical excellence as well as the improvement of the Quality Improvement Process. Works with individual lead discipline to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the customer and Company management of any such changes.</p><p>Oversees establishment of Work Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan and other documents for hazardous waste work. May participate in negotiations with regulatory agencies and in public meetings in support of customers. <h2 class="h5">Job description</h2> <div class="t-break" data-jb-field="description"> <b>Job Description</b>Overview<p>Seeking an experienced Senior Quantity Surveyor / Commercial Manager with 12+ years of experience in cost management, contract administration, commercial controls, and claims management for large-scale construction projects, including mission-critical data center developments. The role will support the client and consultant team in managing commercial risks, contract compliance, cost control, variations, and final account settlement throughout the project lifecycle.</p><br>Your role<ul><li>Administer and manage project commercial and contractual matters on behalf of the consultant and client.</li><li>Review, verify, and certify contractor interim payment applications in accordance with contract requirements.</li><li>Monitor project costs, commitments, and expenditures to ensure effective cost control throughout the project lifecycle.</li><li>Evaluate, negotiate, and recommend variations, change orders, and compensation events.</li><li>Review contractor claims related to time, cost, disruption, and extensions of time in coordination with project controls and contract teams.</li><li>Provide commercial advice and recommendations to the client regarding contractual entitlements and risk mitigation strategies.</li><li>Administer contract provisions in accordance with FIDIC and project-specific contractual requirements.</li><li>Prepare commercial reports, cost forecasts, cash flow analyses, and management summaries.</li><li>Review and assess contractor submissions related to pricing, rates, valuations, and financial impacts of project changes.</li><li>Assist in procurement support, tender evaluations, bid assessments, and contractor appointment processes when required.</li><li>Identify commercial risks, monitor exposure, and implement appropriate mitigation measures.</li><li>Maintain accurate records of variations, claims, payment certificates, instructions, and contractual correspondence.</li><li>Coordinate with project managers, engineers, planners, and contractors to ensure commercial issues are effectively managed and resolved.</li><li>Support dispute avoidance and resolution processes through contractual assessment and documentation.</li><li>Lead final account negotiations, review submissions, and facilitate timely project closeout.</li><li>Ensure commercial activities comply with contractual obligations, consultant procedures, and client requirements.</li></ul>About you<ul><li>Bachelor's degree in Quantity Surveying, Engineering, Construction Management or equivalent.
