Roles Objective: <br>Responsible for leading and managing the Legal Section to provide strategic legal advice and support to QNCC across all business operations, including cement manufacturing, quarry operations, construction projects, procurement, commercial transactions, corporate governance, litigation, arbitration, labor matters, and regulatory compliance. Accountable for safeguarding the Company's legal interests, mitigating legal risks, ensuring compliance with applicable laws and regulations, and supporting QNCC's strategic objectives.<br>Detailed Roles and Responsibilities: <br>STRATEGIC· Develop and implement the Legal Section strategy, objectives, policies, and procedures in alignment with QNCC's corporate strategy and governance framework.· Provide strategic legal advice to the CEO and Executive Management on matters affecting the Company's operations, investments, projects, and business objectives.· Establish and maintain an effective legal risk management framework to identify, assess, and mitigate legal and contractual risks.· Support major capital projects, plant expansions, quarry developments, and strategic initiatives by providing legal guidance and oversight.· Ensure compliance with applicable laws, regulations, corporate governance requirements, and industry best practices. Prepare and manage the Legal Section budget and ensure effective utilization of resources.<br>OPERATIONAL Legal Operations & Contract Management· Lead and supervise the provision of legal services across all QNCC operations.· Draft, review, negotiate, and manage all contracts, agreements, memoranda, tenders, procurement contracts, service agreements, consultancy agreements, and commercial arrangements.· Provide legal support for major construction projects, engineering contracts, equipment supply contracts, maintenance agreements, and industrial service contracts.· Review and advise on tender documents, bid submissions, contract awards, variation orders, claims, and dispute resolution matters.· Manage litigation, arbitration, labor disputes, insurance claims, and regulatory investigations involving the Company.· Coordinate with external legal counsel and oversee the management of all external legal matters.· Provide legal advice relating to quarry operations, land use rights, environmental permits, mining activities, and governmental approvals.· Monitor developments in Qatar laws and regulations and advise management on their impact on the Company.· Review and approve legal documentation relating to corporate governance, board resolutions, shareholder matters, and regulatory filings.· Support investigations relating to employee misconduct, contractual breaches, fraud, and compliance violations.· Maintain legal records, contract registers, litigation records, and legal documentation systems.· Represent QNCC before courts, arbitration tribunals, government authorities, regulatory bodies, and external stakeholders when required.· Perform other related duties as needed upon request by the CEO.· Supervise and review the preparation of all necessary applications and documents for obtaining registrations, renewals, licenses, approvals, and completing incorporation formalities, and other legal/administrative procedures for the company.· Stay informed of relevant laws, regulations, and industry best practices to ensure QNCC's compliance and provide guidance to management· Identify and manage legal risks to protect the interests of QNCC and minimize potential liabilities.<br>Educational Qualifications: · Bachelor’s degree in law from a recognized university.· Master’s degree in law (LL. The incumbent also manages Qatar medical license and hospital privileges for faculty members at WCM-Q.<br>Job Responsibilities Manages and coordinates the day-to-day operations of the Clinical and Faculty Affairs team, ensuring continuity and completion of division’s activities. Manages the appointments, reappointments, promotions, and termination of the WCMC-Q and affiliate faculty within established time frames. Supports development of the annual plan, including budgeting, faculty salary benchmarking, and planning for events and activities hosted by the unit. Collaborates with the WCM- NY, maintaining up-to-date knowledge of appointment and promotion criteria, and sharing relevant updates and guidance within the team. Ensures implementation of policies, processes, and procedures in alignment with WCMC NY. Applies knowledge of medical education systems in the U. S. and internationally to evaluate faculty credentials. Manages compliance with institutional, academic, and licensing standards throughout the appointment and promotion process. Monitors Clinical Affairs operations, including faculty Qatar Medical Licensure and clinical privileging processes with affiliated hospitals, while monitoring changes in relevant laws, regulations, policies, and institutional requirements. Facilitates the Qatar Internal Review Committee process, including case preparation, documentation review, and follow-up actions to ensure timely and compliant review of faculty appointment and promotion cases. Manages preparation of faculty appointment and promotion letters of recommendation for WCMC department chairs. Collaborates with assigned affiliated hospitals/institutions, the WCM-Q Office, the WCM Academic Departments, and the WCM Office of Faculty Affairs for all issues related to various faculty affairs initiatives and projects. Manages all requirements for Qatar medical licensing requirements for faculty members. Supports the delivery of promotion seminars, workshops, and training on academic staff policies and procedures, including preparation of CPD accreditation applications. Assists with grievance in handling matters and implements the process stipulated by the Academic Staff Handbook. Oversees system-related issues and contributes to website and intranet content development and updates. Participates in design and development of new systems related to clinical and faculty affairs. Performs other duties as assigned.<br>Education and Experience Bachelor’s Degree in Business Administration, or any other field.9 - 10 years of related experience managing faculty and clinical affairs in an academic healthcare setup. Subject matter expert in project planning / scheduling; proficient with scheduling tools such as Primavera and schedule risk analysis tool (Acumen, Primavera Risk Analysis, etc.).<br><br>Key Responsibilities<br><br>Implement management and technical direction for all facets of the Planning / Scheduling function (schedule risk, schedule analysis, schedule reporting, resources, productivity, schedule impact assessment, schedule management) by establishing a set of project control planning / schedule procedures, guidelines, and flow charts to suit project requirements and needs to support management decision making process. Manage project planning / scheduling team, coordinate input from PMT functions such as engineering, procurement, construction, completion/commissioning, interface etc. Supervise all planning and scheduling functions, including schedule development, control, analysis, and schedule recommendations for improvement. Ensure effective project planning / scheduling measures are executed by the contractors and subcontractors’ organizations. Manage the preparation of project controls Gates deliverables specially planning / scheduling deliverables in line with Company Project Management System. Ensure effective implementation and updating the Project Planning / Scheduling procedure. Coordinate the collecting, consolidating, analyzing, and reporting, control trend and progress measurement information to ensure overall project status is assessed and potential problem areas identified. Conduct schedule delay / impact analysis, review of schedule recovery plans, including evaluation of additional resources required to affect such plans. Implement project changes, ensure with planning team that schedule impacts are assessed and reflected & considered; ensure incorporation of approved changes impact into overall schedule stewardship and reporting. Evaluate contractor’s performance and progress in areas of project controls (planning / scheduling) assessing any discrepancies and reverting to contractor for clarifications/corrections. Identify and ensure appropriate planning systems, fully integrated and appropriate for the project. Provide an interface between Division Manager and EPC contractor with respect to project controls specially planning / scheduling and reporting.
