Position Overview<br><br>The Engineering Supervisor supports engineering and facilities operations at Element City Center Doha.<br><br>The role combines hotel equipment maintenance, life-safety checks, guest repair response, and employee support.<br><br>Maintenance and Facilities Duties<br><br>Install, maintain, and perform preventive maintenance on tools, appliances, and equipment. Calibrate controls, gauges, and meters and operate identified shut-off valves. Order, mark, and stock parts and supplies and maintain inventory and purchase-order logs. Inspect tools, equipment, and machines and record work-related information using computers. Operate a power lift. Complete life-safety checklists, including fire-pump and generator run tests. Inspect fire sprinkler valves and alarm systems and assist with disaster response protocols. The Engineering Logistics Portal (ELP) Operator will be responsible for the management of all Typhoon repairable assets which have failed at Forward and require tasking via the ELP process.<br><br>The post holder will supervise of all assets as they pass through the Quality Gate, Engineering Tasking and Repair Scheduling. Directly interfacing with the Part M engineer, Repairs Inventory Planner and Part M Repair Scheduler.<br><br>Core Activities<br><br>Completion of activities – Ensure all ML2/ML4 activities and transactions are appropriately documented and maintained on the IMS system. Support daily activities including facilitation, deputation and management of reviews where necessary. Provide effective demand management for all ML2/ML4 activities by meeting delivery targets, monitoring and reviewing performance against contractual KPI’s . Ensure any shortfalls are identified, resolved or escalated where necessary. Support the team, and compile appropriate reporting mechanisms to identify any issues, resolve or escalate as appropriate. They will also be responsible for the facilitation, deputation and management of reviews where necessary. Ensure that department procedures and processes are in place and adopted to ensure safe working. Management and maintenance of effective working relationships with all stakeholders. Liaison with (and provide specialist advice and guidance to) inventory planning, procurement, engineering, finance and line/bay maintenance in order to overcome supply and demand problems, liaison also extends to service providers and partners. Analysis and interpretation of usage and transaction data to identify repetitive problems and inform appropriate stakeholders and where appropriate support the implementation of any corrective action. Facilitate the progression and hastening of urgently required items. Support team members in generating the required work output to meet all requirements of the business, customer and contract. Support the creation of the supply chain operations infrastructure to deliver the contract. Support the continuous development of the Supply Chain procedures ensuring a safe working environment. Mentoring the QEAF staff as they join the MOB Organisation from the Qatar Technical Institute in repair activities. Ensure all ML2/ML4 assets routed through the Engineering Portal for Engineering Quality Checks and Repair Scheduling. All repairs carried out to meet DF&P requirement. Interface with the Store’s supervisor and controller, Part M engineer, Repairs Inventory Planner and Part M Repair Scheduler. Hold regular Repair Reviews to ensure that items are delivered back to the internal customers in line with these requirements. The post holder will be required to use performance data and metrication to highlight successes and potential issues to senior management. Ensure both internal and external customers receive the level of service expected of business KPIs; specifically the QEAF Typhoon Fleet receives what they need on time and to the highest quality. Support the analysis and interpretation of Supply Chain data to identify repetitive problems and inform appropriate stakeholders. We’re bridging two worlds, moving towards more sustainable energy sources, while helping to provide the energy, chemicals and resources needed now.<br><br>Primary Objective<br><br>The Project Engineering Manager is responsible for establishing and leading the engineering framework for project execution, ensuring the effective delivery of multi-disciplinary engineering and design activities across our offshore projects in Energy and hydrocarbon sectors.<br><br>Specific Accountabilities<br><br>Engineering Leadership & Execution<br><br>Establish and implement the project engineering execution framework, including procedures, deliverables, workflows, and interface management. Lead and coordinate multi-disciplinary engineering teams across Feasibility/ Concept, FEED and Detailed Design phases. Direct the preparation and quality of engineering deliverables, ensuring alignment with scope, standards, and schedule requirements. Ensure timely, accurate, and compliant design output, meeting customer specifications, regulatory requirements, and industry best practices. Review and approve engineering execution strategies, project organization structures, and discipline responsibilities. Prepare and implement the Engineering management Plan on projects and ensure discipline schedules/budgets include safety and sustainability activities for the asset lifecycle. Manage technical Value Improvement Practices (VIPs) - technology selection, value engineering, energy optimization, RAM, etc.<br><br>Cross-Discipline Coordination & Interface Management<br><br>Provide overall integration across engineering disciplines, ensuring effective sequencing and interface management. Establish and maintain engineering coordination procedures with internal teams, licensors, contractors, and stakeholders. Oversee and manage interfaces between engineering, procurement, construction, and third-party contractors. Ensure structured communication and resolution of technical queries and inter-disciplinary conflicts.<br><br>Technical Governance & Quality Assurance<br><br>Ensure engineering activities comply with Worley standards, international codes, and customer specifications Must ensure maintaining engineering quality assurance processes, including document control, review cycles, and approval timelines. Lead the review and approval of key engineering documents, ensuring compliance with HSSEQ, operability, maintainability, and technical integrity requirements. Must ensure and participate in design reviews, safety studies, and technical assurance activities. Ensure required Technical Peer Reviews (TPRs) are planned, scheduled, and budgeted; proactively engage Location Director of Engineering when needed.<br><br>Project Management & Delivery<br><br>Overall key technical interface with customer management teams. Support the safe, on-time, and within-budget delivery of engineering scope across all project phases. Monitor engineering progress against schedule, budget, and deliverable milestones, identifying risks and implementing mitigation plans. Provide technical and commercial input to optimize design solutions and manage project risks. Ensure alignment between engineering outputs and project controls (cost, schedule, procurement needs). Maintain engineering registers for assumptions, holds, technical queries, deviations, key document changes, and SEAL decisions.<br><br>HSSEQ & Compliance<br><br>Champion Health, Safety, Security, Environment, and Quality culture within engineering activities. Ensure designs incorporate safe, sustainable, and environmentally compliant solutions. Ensure compliance with local and international regulatory frameworks and standards.<br><br>Team Leadership & Capability<br><br>Lead, mentor, and develop multi-location engineering teams, ensuring effective resource allocation and competency. Ensure teams are appropriately staffed and aligned with project requirements. Foster collaboration across disciplines, offices, and stakeholders. Capture and implement lessons learned and continuous improvement initiatives.<br><br>Education<br><br>Full-Time Bachelor’s Degree in any discipline of Engineering from an accredited University. Chartered Professional Engineer (CPEng) status or undertaking the same will be an advantage. MME (Ministry of Municipality and Environment) engineering accreditation is a mandatory requirement. Candidates not holding this accreditation must be willing to achieve this within the probationary period.<br><br>Job Specific Knowledge , Experience & Competencies<br><br>Significant experience in oil & gas, petrochemical, or energy sector projects. Must have proven experience as Project Engineering Manager / Engineering Manager on Pre-FEED, FEED and Detailed Engineering projects during the last five years. Strong exposure to multi-disciplinary engineering and global delivery teams.<br><br>Technical & Functional Competencies<br><br>Strong understanding of engineering governance, execution planning, and design assurance. Extensive knowledge of cross-discipline integration, interfaces, and sequencing. Experience in engineering deliverables, specifications, and design review processes. Solid understanding of project lifecycle phases (Pre-FEED, FEED, Detailed Design, EPC). Familiarity with industry standards and customer specifications. Experience in risk management, change management, and technical decision-making.<br><br>Leadership & Behavioral Competencies<br><br>Strong leadership capability with ability to manage diverse, multi-location teams. Effective communicator with the ability to influence technical and commercial decisions. Strong problem-solving mindset with ability to manage complexity and conflicting priorities. High level of planning, organization, and execution discipline.
