Position :Senior Estimation & Tendering Engineer to join our team in Qatar. The successful candidate will be fully responsible for preparing accurate cost estimates and managing the complete tendering process, from tender receipt through submission. The ideal candidate must have extensive experience in the Qatar construction market and be capable of independently delivering high-quality technical and commercial tender submissions. Key Responsibilities Review Invitations to Tender (ITT), drawings, specifications, BOQs, and contract documents. Perform detailed quantity take-offs and prepare accurate cost estimates. Develop complete pricing strategies for competitive bids. Prepare and compile the entire tender submission, including both technical and commercial documents. Coordinate with engineering, procurement, planning, and commercial departments to obtain all required inputs. Source and evaluate quotations from suppliers and subcontractors. Analyze tender risks, qualifications, exclusions, and contractual obligations. Prepare tender clarifications and respond to client queries. Attend site visits, pre-tender meetings, and technical clarification meetings. Ensure all tender documentation is complete, compliant, and submitted before the deadline. Maintain an up-to-date cost database for materials, labor, equipment, and subcontractors. Support post-tender negotiations and hand over awarded projects to the execution team. Requirements Bachelor’s degree in civil engineering. Minimum 8-10 years of experience in estimation and tendering within the Qatar construction industry. Proven experience handling complete tender submissions independently. Strong knowledge of Ashghal, Qatar Energy, government, and private sector tender requirements. Excellent understanding of BOQs, quantity take-offs, pricing, procurement, and contract conditions. Good knowledge of FIDIC contracts and commercial risk assessment. Advanced proficiency in Microsoft Excel, Auto CAD, and Microsoft Office. Strong analytical, organizational, and communication skills. Ability to work under pressure and meet strict tender deadlines. Education/Experience Requirements/ Certification Bachelor degree or above;More than 15 years of experience in offshore engineering (offshore platform, FPSO and semi-submersible platform, etc.) mechanical design;Familiar with professional knowledge of offshore engineering machinery, international standards (including but not limited to API, ASME, SHELL DEP, and Qatar Energy standards), as well as industry regulations and policies;Domestic candidates shall have English communication skills that meet work requirements (priority will be given to those with CET-6 score of 550 or above / TOEIC score of 700 or above); for foreign candidates, proficiency in both English and Chinese is preferred;Candidates with ASME VIII certification are preferred. Behavioral/Technical Skills: Proficient in using relevant office software such as Excel, Word, and PPT (Static Equipment Engineers shall be proficient in using PVELT and TANK software);Serious and rigorous in work, strong sense of responsibility, hard-working, and able to work overtime at any time according to work needs;Work seriously, rigorous, strong sense of responsibility, hard-working;Possess good learning ability and be able to take the initiative to learn new skills and knowledge;
