<p>We are currently looking for an HSE Manager for Doha, Qatar.</p><p>Mission: Reporting to the Framework Manager , the HSE Manager will be responsible for establishing, leading and continuously improving the Health, Safety and Environmental (HSE) function across PFC O&M activities, operational sites, facilities and projects. The role will ensure legal, regulatory, client, contractual and ISO 45001/ISO 14001 compliance , while proactively managing operational and environmental risks, strengthening occupational health and safety performance, ensuring effective incident and emergency management, and driving contractor compliance and HSE performance. The HSE Manager will promote a strong Zero Incident Culture , provide strategic HSE leadership to management and operational teams, and ensure continual improvement of HSE standards and performance throughout the operational phase.</p><p><b><br></b></p><p><b>Responsibilities </b>:</p><ul><li>HSE Leadership & Management System</li><li>Develop, implement and continuously improve HSE policies, procedures, plans, objectives, KPIs and programs in line with company, client, contractual, legal and applicable ISO requirements.</li><li>Lead the HSE Management System across O&M sites and projects, maintain controlled HSE documentation and ensure corrective/preventive actions are implemented.</li><li>Provide strategic and operational HSE advice to the Framework Manager (Deputy GM) and senior management and promote visible leadership and a Zero Incident Culture.</li><li>Spearhead the development of project safety culture</li><li>Risk Management & Site Safety</li><li>Establish HSE risk management processes and ensure risk assessments, JSA/JHA/AHA, method statements and environmental risk assessments are completed and reviewed.</li><li>Monitor high-risk activities including PTW, LOTO, confined spaces, work at height, lifting, electrical work, hot work, excavation and chemical handling.</li><li>Conduct site inspections, safety walks, audits and compliance checks; identify unsafe acts/conditions and ensure timely corrective action.</li><li>Incident & Emergency Management</li><li>Lead serious/high-potential accident, incident, near-miss and environmental investigations; ensure root-cause analysis, reporting, corrective actions and lessons learned.</li><li>Develop and maintain emergency preparedness and response plans, coordinate drills/exercises and ensure emergency resources and arrangements remain effective.</li><li>Environmental & Occupational Health</li><li>Lead environmental management for O&M and projects, including waste, chemicals, spills, sludge, wastewater, emissions, noise, permits, monitoring and environmental incident response.</li><li>Identify and control occupational health risks including chemical/biological exposure, noise, ergonomics, heat stress, dust and workplace hygiene.</li><li>Contractors, Training & Compliance</li><li>Manage contractor/subcontractor HSE requirements, prequalification, HSE plan reviews, audits, inspections, performance monitoring and close-out of deficiencies.</li><li>Develop HSE induction, training, competency, toolbox talk, awareness and safety campaign programs based on risk and operational requirements.</li><li>Maintain legal/regulatory compliance registers and coordinate client, Ashghal, regulatory, certification and external audits; ensure findings are closed.</li><li>Performance, Reporting & Improvement</li><li>Monitor leading/lagging HSE KPIs, incidents, inspections, audits, training, corrective actions, environmental performance and trends.</li><li>Prepare monthly, quarterly, annual, client and management HSE reports and recommend actions to improve performance, compliance and risk control.</li><li>Promote PDCA, benchmarking, lessons learned, good practices and continual improvement of HSE processes.</li><li>Manage ISO 45001 and 14001 Audit Program</li><li>Team & Stakeholder Management</li><li>Lead, manage, coach and develop Safety Officers/Engineers, Environmental Engineers, HSE Coordinators and other HSE personnel; allocate responsibilities and monitor performance.</li><li>Coordinate with Operations, Maintenance, Projects, Engineering, Asset Management, Procurement, HR, QA/QC, clients, contractors and authorities.</li><li>Interact regularly with Ashghal engineers on HSE matters, including meetings, correspondence, proposals, documentation and performance indicators.</li></ul><p><strong>Desired Candidate Profile</strong></p><ul><li>Minimum Qualifications: Bachelor's degree in Engineering, Environmental Science, Occupational Health & Safety, or related field.</li><li>NEBOSH IGC or equivalent preferred; ISO 45001/14001 auditing or equivalent training advantageous.</li><li>Minimum Experience: Minimum 20 years overall experience, including at least 10 years in HSE management/senior HSE leadership.</li><li>Water/wastewater, utilities, infrastructure, industrial, construction or O&M experience preferred.</li><li>Job-Specific Skills: Strong HSE management systems, risk management, incident investigation, auditing, environmental, contractor and regulatory compliance knowledge.</li><li>Working knowledge of ISO 45001/14001; strong leadership, communication, analytical, planning and decision-making skills.</li><li>HSE reporting systems and MS Office proficiency; fluent English written and spoken.</li><li>Ability to Lead HSE teams, investigations, audits, risk reviews, emergency exercises and improvement initiatives.</li><li>Work effectively with client representatives, management, operations, contractors and regulatory stakeholders.</li></ul>

Perform all other duties as delegated by the Head of section, or as per business requirements.<br>QUALIFICATIONS & CERTIFICATIONS:Bachelor’s degree in Business Administration, Project Management, Information Systems, or related field.• Professional certification preferred:• PMP / PRINCE2 / PMI-ACP / PMO Certification (desirable)• Minimum of 3–6 years of experience in project management, PMO, strategy, or related roles.• Experience in organizational governance, reporting, and stakeholder coordination is preferred
