<br><p>Analyze and configure the basic structural components of a building or other structure for ensuring the quality of design.</p><br>
<p>Review the design criteria (basic structural components, geotechnical properties, wind loads, seismic loads, loads, fire protection) and ensure adequacy of design.</p><br>
<p>Analyze the structural elements to ensure the quality of the design.</p><br>
<p>Analyze and reviews the loading plan and ensure compliance with codes and the project operational purpose.</p><br>
<p>Determine the pressures that each component, such as a beam or lintel, will experience from other parts of the structure due to human use or environmental pressures such as weather or earthquakes.</p><br>
<p>Study the impact of the temporary works (formwork, tower cranes foundations and supports) on the structural elements, provide calculations, details and ensure compliance.</p><br>
<p>Liaise with designers, including architects, to agree on safe designs and their fit with the aesthetic concept of the construction of the proposed project.</p><br>
<p>Provide safe structural solutions to suite the architectural and MEP requirements.</p><br>
<p>Coordinates and oversees all onsite material testing, ensure that all such testing with spec and codes.</p><br>
<p>Ensures weekly report detailing exact progress of all material requirements and areas of concern/delay.</p><br>

The Procurement Engineer – Civil & MEP is responsible for managing the procurement of construction materials, equipment, subcontract services, and technical requirements for Civil, Mechanical, Electrical, HVAC, Plumbing, and MEP works. The role ensures timely procurement at competitive prices while meeting approved specifications, project schedules, quality standards, and contractual requirements.<br><br>The position will coordinate closely with Project, Estimation, Engineering, Planning, Commercial, Finance, Stores, and QA/QC teams, as well as suppliers and subcontractors.<br><br>Roles & Responsibilities<br><br>Review approved BOQs, specifications, drawings, material submittals, and project requirements to identify procurement requirements. Prepare and issue RFQs/RFPs to approved and potential suppliers/subcontractors. Obtain, evaluate, and compare technical and commercial quotations. Prepare Technical & Commercial Comparison (T&C) and procurement recommendations for approval. Negotiate prices, payment terms, delivery schedules, warranties, and other commercial conditions. Prepare and process Purchase Requisitions, Purchase Orders, LPOs, and Subcontract Agreements as applicable. Ensure procurement activities are aligned with project procurement schedules and required delivery dates. Coordinate with Engineering/Project teams to ensure materials comply with approved specifications and applicable standards. Coordinate with suppliers for material approvals, technical submissions, samples, drawings, and compliance documents. Follow up with suppliers/subcontractors for manufacturing, inspection, dispatch, and delivery. Monitor procurement status and provide regular Procurement Status Reports / Expediting Reports. Coordinate with Stores and Project teams for material receiving, inspection, and documentation. Identify alternative materials, suppliers, and cost-effective solutions without compromising quality or project requirements. Maintain an updated database of suppliers, subcontractors, prices, lead times, and procurement history. Experience in procurement of construction materials, MEP equipment, specialist services, and subcontract works. Knowledge of suppliers and construction material markets in Qatar/GCC is preferred. Good understanding of BOQs, specifications, drawings, material approvals, and construction requirements. Experience with ERP/procurement systems such as Oracle, SAP, or equivalent is preferred. Good knowledge of MS Excel, Word, and other MS Office applications. <p>Ability to review and assess Contractor’s baseline master programmes and detailed submissions/revisions, including zoning, WBS structure, contractual compliance, BoQ analysis, scope compliance, sequencing, critical path analysis, cost loading and distribution, production rates, duration analysis, resource loading, activity coding, schedule log, etc.

Coordinate and perform inspections with third-party inspection agencies, contractors, and vendors, including factory acceptance tests (FAT), site inspections according to ITP steps and lifting equipment certification. Ensure effective quality control of incoming materials, equipment, and spare parts by reviewing material certificates, verifying compliance with specifications, maintaining material traceability, and reporting non-conformities. Expertise needed to take decisions, if any deviations from the specification and Mock test requirement, etc. Monitor the repair and integrity of pressure equipment, piping, and static equipment in accordance with applicable codes and standards, including ASME PCC-2, to restore and maintain mechanical integrity. Manage inspection, testing, certification, and performance evaluation of pressure relief devices, and develop optimized inspection scopes using Risk-Based Inspection (RBI) methodologies. Maintain compliance with statutory and regulatory requirements, including Radiation Protection licensing and other applicable Ministry requirements. Maintain, calibrate, and control inspection instruments, tools, and equipment to ensure their accuracy, availability, and compliance with quality requirements. Develop, maintain, and continuously improve QA/QC procedures, inspection documentation, records, and electronic management systems to support effective asset integrity management. Implement, maintain, and continuously improve the ISO/IEC 17020 Inspection Body Management System, support accreditation activities, conduct internal audits, and ensure effective implementation of all applicable ISO/IEC 17020 requirements. Collaborate with Operations, Maintenance, Projects, Procurement, Supply Chain, and Asset Integrity teams to promote a "Quality at Source" culture, enhance process safety and mechanical integrity, and drive continuous improvement initiatives. Provide technical expertise in materials engineering, selection, corrosion, welding, inspection techniques, and damage mechanisms, while supporting engineering studies, troubleshooting, and quality improvement initiatives. Shall be able to review metallography and preparation of replica. Participate in Root Cause Analysis for the failures. Train, mentor, and develop inspection personnel and trainees through on-the-job coaching, knowledge sharing, and technical guidance to strengthen organizational competency.
