in Qatar (GU-Q), located in Doha, is seeking an experienced and strategic financial leader to serve as its <b>Director of Finance</b>.</p><br><p>Key Accountabilities:</p><br><ul><li>In close consultation with the COO, help oversee the execution GU-Q’s financial management strategy.</li><li>Oversee and manage the following functions: general accounting including accounts payable and accounts receivable, payroll approvals, procurement including development and negotiation of contracts, treasury operations, as well as student financial services.</li><li>Manage and coordinate all fiscal reporting requirements for GU-Q, including coordination of all audit activities.</li><li>Ensure all monthly and year-end accounting activities are carried out in a timely and efficient manner.</li><li>Coordinate all quarterly and yearly budgeting activities.</li></ul><p>Key Activities:</p><br><ul><li>Ensure that all GU-Q programs and activities are carried out in accordance with the Qatar Foundation (QF) agreement.</li><li>In close collaboration with the COO, provide leadership in financial policy formulation, revenue and expenditure management, and capital budget management.</li><li>Develop, communicate, manage and provide guidance to faculty and staff on university financial policies and procedures.</li><li>Establish the annual planning and budget process and incorporate planning parameters to develop 5-year financial plans at the department level.</li><li>Ensure adequate controls are in place and substantiating documentation is approved to ensure compliance with audits, regulatory and/or reporting requirements.</li><li>Provide support in major contract negotiations, acquisitions, and/or joint venture opportunities.</li><li>Oversee student financial services, procurement and payment, and treasury operations, including foreign gift and contracts reporting to the GU Office of Compliance for Department of Education reporting.</li><li>Develop a financial framework and model for managing all assets and liabilities of the organization over the useful life of those assets and liabilities.</li><li>Collaborate with appropriate University divisions to evaluate, plan, and deploy the use of technology and related processes to advance the mission of the University.</li><li>Liaise with appropriate units to ensure pre- and post-award compliance with sponsor and university requirements.</li><li>Serve as a liaison with the Main Campus Finance Office, GU-Q HR, the Office of the Chief Financial Officer, Sponsored Programs, Internal Audit and other appropriate departments at GU-Q or GU-DC.</li><li>Develop and maintain adequate financial forecasting models.</li><li>Prepare financial reports for internal and external stakeholders.</li><li>Manage and oversee the work of staff, including setting and reviewing performance objectives, and identifying training and development needs.</li><li>Liaise with Human Resources to manage recruitment, hiring, onboarding and offboarding of direct reports, as required.</li><li>Respond to urgent requests and concerns via email, texts, and phone calls outside of normal working hours.</li><li>Other similar duties, as assigned.</li></ul><p>Knowledge and Skills:</p><br><ul><li>Knowledge & Understanding of GAAP, GAAS, FASB, and GASB.</li><li>Knowledge of process improvement and security best practices.</li><li>Knowledge of accounting and financial information system technology, including web-based applications.</li><li>Excellent judgment and creative problem-solving skills. </li><li>Excellent written and oral communication skills. </li><li>Proficiency in MS Office.</li><li>Ability to present a service-oriented approach in a highly-regulated and compliance-driven environment.</li></ul><p>Qualifications:</p><br><ul><li>Bachelor’s degree in accounting, management, finance or business administration. </li><li>Master’s degree is preferred.</li><li>CPA certification is preferred.</li></ul><p>Experience:</p><br><ul><li>7+ years’ of progressively responsible management experience, preferably in a large, complex institution of higher education.</li><li>Demonstrated leadership interpreting and applying federal and fiscal policies, regulations and reporting requirements.</li><li>Experience in providing leadership to a diverse Monitor and verify EPC Contractor’s preservation activities and ensure it meet project requirements. Coordinate, capture, and share SC Lessons Learned (LL) for inclusion in the project lessons learned register. Monitor progress and status of subsystems using the completion management system and ensure timely handovers. Strong knowledge and understanding of Completion certificate types Strong decision making and prioritization skills under pressure technical, analytical, and interface skills. Strong knowledge and understanding of punch list categorization Experience using Completion Management Systems (CMS) data base such as PIMS, Win PCS, ICAPS, Hexagon or similar. The Procurement Engineer – Civil & MEP is responsible for managing the procurement of construction materials, equipment, subcontract services, and technical requirements for Civil, Mechanical, Electrical, HVAC, Plumbing, and MEP works. The role ensures timely procurement at competitive prices while meeting approved specifications, project schedules, quality standards, and contractual requirements.<br><br>The position will coordinate closely with Project, Estimation, Engineering, Planning, Commercial, Finance, Stores, and QA/QC teams, as well as suppliers and subcontractors.<br><br>Roles & Responsibilities<br><br>Review approved BOQs, specifications, drawings, material submittals, and project requirements to identify procurement requirements. Prepare and issue RFQs/RFPs to approved and potential suppliers/subcontractors. Obtain, evaluate, and compare technical and commercial quotations. Prepare Technical & Commercial Comparison (T&C) and procurement recommendations for approval. Negotiate prices, payment terms, delivery schedules, warranties, and other commercial conditions. Prepare and process Purchase Requisitions, Purchase Orders, LPOs, and Subcontract Agreements as applicable. Ensure procurement activities are aligned with project procurement schedules and required delivery dates. Coordinate with Engineering/Project teams to ensure materials comply with approved specifications and applicable standards. Coordinate with suppliers for material approvals, technical submissions, samples, drawings, and compliance documents. Follow up with suppliers/subcontractors for manufacturing, inspection, dispatch, and delivery. Monitor procurement status and provide regular Procurement Status Reports / Expediting Reports. Coordinate with Stores and Project teams for material receiving, inspection, and documentation. Identify alternative materials, suppliers, and cost-effective solutions without compromising quality or project requirements. Maintain an updated database of suppliers, subcontractors, prices, lead times, and procurement history. Ensure procurement is carried out in accordance with company procedures, approved budgets, and delegated authority.<br><br>Accountabilities<br><br>Timely procurement: Ensure required materials and services are procured and delivered in line with project schedules. Cost control: Achieve competitive pricing and support project cost and margin objectives. Quality compliance: Ensure purchased materials and equipment meet approved specifications, standards, and project requirements. Supplier performance: Monitor supplier/subcontractor delivery, quality, responsiveness, and contractual compliance. Procurement documentation: Maintain complete and accurate RFQs, quotations, comparisons, approvals, POs, delivery records, and related documentation. Expediting: Proactively identify and resolve procurement and delivery delays. Budget compliance: Ensure procurement commitments remain within approved project budgets and purchase approvals. Compliance: Follow company procurement procedures and applicable Qatar/client requirements.<br><br>Qualifications & Experience<br><br>Bachelor’s Degree in Civil, Mechanical, Electrical Engineering, or related Engineering discipline.3–7 years of procurement experience in construction/contracting, preferably covering Civil and MEP works. Experience in procurement of construction materials, MEP equipment, specialist services, and subcontract works. Knowledge of suppliers and construction material markets in Qatar/GCC is preferred. Good understanding of BOQs, specifications, drawings, material approvals, and construction requirements. Experience with ERP/procurement systems such as Oracle, SAP, or equivalent is preferred. Good knowledge of MS Excel, Word, and other MS Office applications. <p>Knowledge of IPC certification cycles, BOQ structures, variation orders, claims, cost-value reconciliation, and contractor-side commercial controls.</p><br>
