<br><br>Job Summary and Purpose <br><p>As a Subject Matter Expert (SME), the Rigging Foreman [Workshop & Project - Rigging & Movement Logistics] provides the technical & technological problem-solving ability of production engineering process and planning abilities in order to lead work teams and control production process for material handling, movement and coordination of piping systems and their components between workshops. Work is executed to a high quality & auditable standard that is consistent with contract work scope, statutory & code requirements, Integrated Management System (IMS) procedures, design parameters, site survey input, Welding Procedure Specification (WPS), stress inputs and vendor data. This job, and subordinates, are performing safe material lifts and movements of piping systems between workshops and projects.</p><br>
<br><br>Accountabilities <br><p><u><b>Key Accountabilities:</b></u><br>
1. Specialize for critical lifting and rigging activities including arranging of crane and forklift service.<br>
2. Responsible for all pipe shop & onboard piping logistics such as pipe and material movements.<br>
3. Leads a rigging group, that ensure loads are secure, lifted according to yard safety standards<br>
4. Coordinates with crane operator to ensure work schedules are not interrupted. All crane lifts need to ensure materials are on location before work starts.<br>
5. Coordinate for forklift operation to shift pipes.<br>
6. Coordinate with Production Engineer (in charge) for sending pipe for coating (blast/paint/galvanize)<br>
7. Coordinate with transport section to arrange transport for outside yard operations i.e., galvanizing and afloat service.<br>
8. Apply a wide knowledge of engineering practices to resolving management challenges related to production to accomplish the production process in the most effective, efficient and most-economic way. <br>
9. Responsible to scale and integrate physical, human and financial resources at meet high efficiency levels at the lowest possible cost & in pursuit of continuous further improvement. Monitor the daily manpower/manhour consumption for the projects and report to manager. Monitor the daily manhour consumption for the projects and update to section manager for any discrepancy. Closely follow-up the project in charges for the vessel documentation (SI/Technical Query Report/Work Completion Form/Lesson learnt & Project Postmortem) after completion of vessels.</p><br>

16. Apply appropriate knowledge to design, redesign or improve product & service functionality. Drive and implement process improvements to reduce assembly hours and build cost.<br>
17. Apply concepts and quality techniques throughout the entire production process & system and deploy organizational standards for control proceedings and auditing.<br>

<p>Provide technical guidance to support the Transportation Network and Airfield Pavement Activity Management Plan (TNAP) AMP as required by the contract. This position will be in support of the Air Force Contract Augmentation Program (AFCAP), and it is located at Al Udeid Air Base (AUAB), Doha, Qatar. Essential <b>Responsibilities</b>:</p><p>• Provides management service of airfield pavements and transportation infrastructure networks to enable the safe and efficient movement of people, equipment, aircraft, and material across the installation and airfield.</p><p>• Advise and assist in a portfolio-wide view of facilities and linear infrastructure at the highest level.</p><p>• Provide technical guidance to support the Heavy Pavements Sub-AMP, Pavements/Airfield Pavements Sub-AMP duties and responsibilities.</p><p>• Responsible for an asset lifecycle management portfolio containing all Air Force-owned roads, bridges, parking lots, curbs and gutters, traffic signals, signage, marking, sidewalks, walkways, rail systems, docks, final denial barriers (FDB), FDB control systems, FDB supporting safety systems and traffic management and planning.</p><p>• This AMP Manager s subject matter expertise shall lend itself to providing the Government with recommendations on how best to invest in the assets under their purview and align its efforts under four main lines of effort: Asset Visibility, Requirements, Planning, and Performance.</p><p>• Advise and assist the Government to ensure the asset inventory reflects sufficient level of detail to enable investment decisions.</p><p>• Advise and assist with the development of the Future Years Defense Program +3 (FYDP+3) for infrastructure pavements.</p><p>• Conduct regular quality assurance (QA) reviews of data and use gap analysis to identify where Sub-AMP and subject matter experts shall collect additional data.</p><p>• Implement data standards for assets within respective portfolios and provide guidance to Sub-AMPs and the Built Infrastructure Assessment Team (BIAT) on which inventory to prioritize and advise on how often and when to conduct condition assessments.</p><p>• Support condition assessments and provide guidance to ensure relevant data has visibility and analysis.</p><p>• Work with Operations Flight shops, subject matter experts, and the Engineering Flight to advise and assist the Government on the condition assessment methodology and approach to ensure the data is adequate and the data resulting from the condition assessments are properly documented.</p><p>• Advise and assist the Government in defining and prioritizing requirements within respective activities.</p><p>• Integrate requirements from Sub-AMPs within their activity and identify target years for project development, design, and execution.</p><p>• Advise and assist on creating requirements to support future opportunities deriving from asset analysis.</p><p>• Utilize appropriate systems to identify investment requirements at facility or equivalent master-asset level to repair/sustain systems throughout their life cycle.</p><p>• Advise and assist on developing requirements which may be executed through organic Operations Flight labor or through projects managed in the Engineering Flight.</p><p>• Perform work planning, including grouping of requirements into opportunities and developing a rough cost and work estimate for them.</p><p>• Lead semi-annual AMP working groups. Selects the correct stock for issue, creates and process material release orders, and keeps records on incoming and outgoing stock. Reconciles customer documentation with the PSRA and SSA on issues, receipts, storage of supplies and equipment, and financial discrepancies. Screens dues-out reconciliation listings & prepares cancellation/follow up documents. Establishes and maintains automated and manual accounting records and corrects errors and exception documents. Provides status on supply requests, shipments and job-ordered items. Operates a Cannibalization Point in accordance with AR 710-2. Reconciles open requests, repairable exchange items and cannibalization items. Establishes and maintains stock records and other documents such as inventory, material control, accounting and supply reports. Assists in validating property book inventories for equipment at the sites. Performs prescribed load list and shop stock list duties to assist the DSSTs. Compare packing lists, receipt documents, bills of lading, inspection reports, other documents, with purchase orders/requisitions to verify accuracy of stock data and quantities received against bills of lading, and shipping documents. Assures stock numbers/prices/sources of data are correct through use of Army Master Data File (AMDF), Supply Bulletins (SBs), supply letters, regulations, etc. Revises quantities ordered based on number of items on hand & reviews records for possible substitution of items. Unloads, unpacks, inspects, counts, segregates and stores incoming supplies. Prepare Forms 2404, 2407) to submit a work order to the maintenance department. Repair and constructs fiberboard or wooden containers. Constructs bins, shelving and other storage aids. Packs, crates, stencils, weigh and bands equipment and supplies. Loads, unloads and moves stock using equipment such as forklifts and hand trucks. Required to climb a ladder and stand for long periods of time. Performs other duties and assignments assigned. <br><br>Qualifications<br><br> Qualifications Security Clearance: The position requires an active and current Secret level security clearance. Education/Certifications: High School Diploma required. Some college preferred. OSHA 10-Hour General Industry certification. Experience: Minimum three years’ experience in Unit Level Supply Management and Property Control. Must have a working knowledge of Microsoft Office, SAMS, and ULLS-G. Knowledge of principles and methods for accountability of supplies and equipment at retail/wholesale level, warehousing and moving goods by air, rail, sea, or road.
