Overview

Safety Inspector/CTIPs Auditor is responsible for monitoring and providing technical support to an assigned area of the program. Inspector will evaluate work sites to ensure operations are in compliance with Federal and local requirements, provide technical support to area supervisors/managers in corrective actions for compliance deficiencies, conduct observations, conduct program evaluations, and perform root cause analysis (RCA). Inspector will develop training packages and instruct training packages. Inspector will be required to operate monitoring equipment and conduct specialized testing of physical, chemical, and environmental stressors. Inspector will author technical reports and will interact with the middle management team.

Under the supervision of the Task Order CTIPs Supervisor, performs a full range of tasks to ensure Vectrus and its subcontractors have a culture of compliance and zero tolerance for Trafficking in Persons (TIPs) in accordance with (IAW) US Public Law (USPL), the Federal Acquisition Regulations (FAR), USG supplements thereto, as well as Local Laws. A CTIPs Auditor protects assets by completing audits, employee trainings and implementing other management methods as assigned to ensure compliance with regulations and internal controls. Assists in reviewing and enforcing compliance with standards or regulations imposed by contract requirements and the company’s internal guidelines.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

  • Conducts compliance evaluations, root cause analysis, risk assessments, and hazard analysis, evaluation of incidents or existing/new/modified processes.

  • Inspects and test work areas for potential physical, chemical, and environmental stressors to ensure safety and health non-compliance issues are documented and reports findings to workplace leaders.

  • Prepares professional reports to site and functional managers on compliance and observations; assists with preparation of required corporate reports; updates safety data bases.

  • Recommends abatement actions for identified deficiencies; monitors corrective action and tracks task to completion.

  • Observes compliance during workplace inspections; documents behavior traits during audits.

  • Develops a variety of training lesson plans; presents environmental, safety and health training; presents orientation training.

  • Recommends PPE to be used in the workplace, trains employees in the use care and maintenance of PPE; monitors the workplace for compliance.

  • Implements hazardous material and hazardous waste programs in industrial areas.

  • Sets a good example to the workforce by following all environmental, safety, and health regulations, policies, procedures and practices; keeps work area/equipment clean and orderly.

  • Applies knowledge of international standards related to exploitative child labor, forced labor, and human trafficking to specific case contexts International standards include C138; C182; C029; C105; social, political and economic factors contributing to child labor and forced labor; UN Convention on the Rights of the Child; trafficking in persons, in general; Executive Order 13126 – Prohibition of Acquisition of Products Produced by Forced or Indentured Child Labor; Trade and Development Act of 2000; FAR 52.222-50, KSCR1-2 and Trafficking Victims Protection Act. Conducts substantive legal and regulatory research on Human Trafficking & labor issues.

  • Reviews training materials, compliance plans, pay slips, financials and program management practices/policies to ensure compliance to applicable requirements. Responds within 24 hours to allegations, audit findings or requests for investigation, compliance audits or advocacy services for potential victims of human trafficking.

  • Receive, track and manage to closure allegations, requests for information and referrals.

  • Responsible for assessing the productivity, effectiveness, and efficiency of assigned program operations and objectives; Ensures compliance with regulations and controls by examining and analyzing records, reports, operating practices, and documentation; recommending opportunities to strengthen the internal control structure.

  • Identification of noncompliance’s, and corrective actions; identification of ways to improve the efficiency and effectiveness of policies at both the program and Subcontractor level.

  • Supports external auditors by coordinating information and logistics support requirements.

  • Continually develops self-knowledge of issues of compliance, human trafficking, and related laws/ policies; Participates in all assigned or recommended training opportunities. Updates job knowledge by seeking out and participating in educational opportunities and reading professional publications.

  • Adheres to the confidentiality policy regarding the company, its Subcontractors, as well as potential victims of trafficking.

  • Maintains regular attendance and punctuality

  • Works evenings and weekends as required.

  • Performs other duties and assignments as required.

Qualifications

  • Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

  • Associates degree in environmental, safety, health, or related discipline. Or, combination advanced education and four years’ experience.

  • Must be able to obtain and maintain valid Secret Clearance

  • Proof of COVID-19 Vaccination:

  • Qatar (and certain airlines) now require proof of COVID-19 Vaccination. The definition of fully vaccinated is that you’ve: 1.) received a vaccine that is recognized by the governing entity and is either a.) Two doses of Pfizer BioNTech Vaccine b.) Two doses of AstraZeneca/Oxford Vaccine c.) Two doses of Moderna Vaccine (or) d. One dose of Johnson & Johnson Vaccine, and 2.) Two weeks elapsed after the final dose was administered, which is either one or two doses depending on brand of the vaccination. You must provide proof of COVID-19 vaccination to qualify for this position.

  • Experience:

  • Minimum two years’ experience as environmental, safety and health specialist, with firsthand knowledge of operations in a behavior based safety compliance program and hazardous material management, to include environmental compliance; knowledgeable in DOD, Army, EPA, and Federal regulations.

  • Military background and training is beneficial.

  • Skills:

  • Excellent English written and verbal communication skills

  • Ability to instruct small and medium groups of people

  • Competent in computer operations to include Microsoft Office; Outlook, Word, Excel, and PowerPoint.

  • Must have a strong ability to work independently.

  • Working Environment:

  • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.

  • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).

  • Includes some industrial production environment conditions as well.

  • Physical Requirements:

  • Must be able to lift/push/pull 50 lbs.; Work will require stooping, climbing, prolonged standing, prolonged sitting;

  • Work in areas where a potential exist for exposure to physical, chemical, and biological agents;

  • Personal Protective Equipment is required when applicable, Such equipment includes but is not limited to head; hand; foot; torso; respiratory; vision, and hearing protection;

  • Must comply with all Fire and Safety Regulations and post policies.
