Job Details

We are currently looking for qualified individuals who possess experience in developing, restructuring, and enhancing departmental procedure manuals within structured and well-regulated working environments.

  • Manpower planning and workforce forecasting

  • Annual leave planning and tracking processes

  • Staff rotation and internal mobility procedures

  • Recruitment and selection processes (from requisition to onboarding)

  • Procedures governing changes in staff position, grade, or employment status

  • Any additional governance, compliance, and control mechanisms relevant to HR operations

  • Establish a structured, audit-ready manual that supports governance, accountability, and operational efficiency.

  • Organizing, refining, and formalizing existing content, defining clear workflows, and ensuring alignment with institutional objectives and reporting structures.


Requirements
  • Have proven experience in drafting and institutionalizing procedure manuals

  • Can work closely with internal stakeholders to understand operational realities

  • Deliver practical, implementable procedures rather than high-level theoretical models

  • Are capable of mapping processes, defining approval authorities, and establishing clear documentation flows

  • Relevant experience in similar assignments (while not mandatory, prior experience within a government institution or public sector entity would be considered a strong asset, particularly due to the familiarity such experience provides with governance frameworks, approval hierarchies, documentation standards, and accountability requirements)
