Primary Duties and Responsibilities
- Supervise and coordinate all quality management system activities during construction and installation phases.
- Ensure all work by contractors, subcontractors, vendors, manufacturers, and service providers complies with project specifications, international standards, and contract QA/QC requirements.
- Review technical and quality documentation including ITPs and QA/QC procedures.
- Ensure approved QA/QC documents are implemented at work sites, including quality plans, control procedures, ITPs, and inspection checklists.
- Lead and coordinate QA/QC inspectors at fabrication yards, construction sites, and offshore installations.
- Monitor contractor/vendor implementation of quality requirements and address deficiencies.
- Oversee daily activities of TPI and contractor/vendor inspection personnel.
- Act as focal point for resolving shop/site quality control issues.
- Manage and follow up on technical deviations, material substitutions, and changes to inspection/test requirements.
- Control and close out non-conformance reports (NCRs), ensuring corrective and preventive actions are implemented.
- Track and report quality statistics and KPIs, including welding repair rates, NDE performance, NCR status, audit findings, and surveillance results.
- Ensure proper management of inspection and test records, and compilation of test packs and dossiers/MRBs for final submission.
Skills
Qualification
- BSc degree or higher in Mechanical or Metallurgical Engineering from a recognized engineering faculty.
- Valid CSWIP 3.2.1 or AWS Senior Welding Inspector Certificate (SCWI) with at least 5 years of post-certification experience.
- BGas Grade 2 or NACE Level II Coating Inspector qualification is preferable.
- NDT Level II in RT, UT, PT & MT, certified to ASNT or ISO standards.
- Certified QMS Lead Auditor in accordance with ISO 9001:2015, with a minimum of 5 years auditing experience.
- Strong knowledge of international codes and standards: EN, ISO, API, ASME, ASTM.
- Excellent leadership and communication skills.
- Ability to work effectively in complex and multicultural project environments.
- Proficient in MS Office, database management, spreadsheets, and email communication tools.
Experience
- Minimum 15 years of experience as a QA/QC Coordinator or QA/QC Lead, managing multidisciplinary inspection and testing teams for major oil & gas projects, including offshore process platforms, jackets, and subsea pipelines.
- Minimum 5 years of offshore project experience.
- Experience working with international oil companies, operators, or EPIC contractors.
- Experience managing contractors, subcontractors, vendors, and third-party inspectors (TPIs).
- Hands-on experience in offshore project activities including:
- Fabrication and installation of structures and piping
- NDT and material inspection
- Mechanical equipment installation
- Sour service applications
- Cladded piping and Corrosion Resistant Alloy (CRA) pipelines
- Welding, repair works, dimensional control
- Painting, coating, internal lining, Monel sheathing
