We are working with a Major Oil & Gas operator to source for SHES Specialist - Offplot. This is a long-term contract role working on a residential basis 6-days per week / 10 hours to be based at site (Ras Laffan Industrial City). The role will be part of Multi Billion LNG Expansion Project.

Job Purpose

To act as the Company's SHES focal point for dredging and marine works, providing technical guidance, compliance assurance, and field oversight to ensure that all dredging, reclamation, offshore, and associated construction activities are executed safely, securely, and in an environmentally responsible manner while achieving project objectives. To provide specialist Safety, Health, Environment and Security (SHES) oversight and assurance for dredging, reclamation, and marine construction activities, ensuring that all project works are planned and executed in compliance with Company requirements, statutory regulations, permit conditions, and international best practices. Manage the relevant elements of the Project SHES Management system, its procedures and programs and ensures the effective and efficient implementation of risk control and mitigation measures at site.

Job Context & Major Challenge(s)

Position is located in Project Site Offices in Ras Laffan, Qatar. Maintaining effective SHES oversight across dredging and multiple marine contractors operating in a high-risk environment. Ensuring compliance with Company standards, regulatory requirements, and environmental permit conditions while supporting project delivery objectives. Managing interface risks, environmental impacts, and marine operational hazards associated with dredging, reclamation, and offshore construction activities. Influencing contractor SHES performance and fostering a positive safety culture without direct operational control. Balancing project schedule pressures with the need to achieve world-class SHES performance and zero harm objectives. Maintaining close coordination with project management, Contractors Dredger/Marine crews, contractors, subcontractors, regulatory authorities, port operators, and environmental stakeholders to ensure safe, environmentally responsible, and compliant execution of works on dailybasis. Supporting activities conducted from dredgers, barges, support vessels, reclamation areas, marine terminals, and construction sites. Effectively manage risks associated with marine operations, heavy equipment, vessel movements, lifting operations, confined spaces, diving activities, and environmental protection requirements. Maintaining compliance during simultaneous operations involving dredgers, barges, work boats, and construction equipment Ensuring safe execution of dredging activities in busy navigation channels and port areas.

Key Job Accountabilities

Reports to: Head of SHES (NFW Offplot). Provide SHES leadership, guidance, and assurance for all dredging, reclamation and associated marine, construction activities to ensure compliance with SHES Management Plans and procedures and regulatory obligations. Conduct regular inspections of dredgers, barges, work boats, marine equipment, temporary facilities, and construction works. Monitor and verify contractor compliance with approved SHES plans, project specifications, permit conditions, and contractual requirements. Review and endorse contractor risk assessments, method statements, environmental management plans, and emergency response procedures for high-risk marine operations. Conduct SHES audits, inspections, site visits, and field verification activities to ensure effective implementation of risk controls and mitigation measures. Ensure compliance with environmental permits and monitor environmental performance relating to dredging activities, including water quality, turbidity, marine ecology protection, waste management, and pollution prevention. Identify, assess, and mitigate SHES risks associated with dredgers, marine vessels, reclamation activities, SIMOPS, lifting operations, and marine logistics. Monitor contractor SHES performance and drive timely closure of incidents, observations, non-conformances, and corrective actions. Participate in the investigation of safety, environmental, and security incidents and ensure HSE related lessons learned are effectively communicated and implemented.

Qualifications

Minimum Requirements:

Bachelor’s Degree in Sciences, Safety, Health, Environment, Security, or Engineering

Certifications (Preferred)

NEBOSH IGC or NEBOSH Diploma IOSH Managing Safely ISO 45001 Lead Auditor/Internal Auditor ISO 14001 Lead Auditor/Internal Auditor Incident Investigation Training First Aid & CPR Marine Safety Training (preferred)

Knowledge And/or Experience

10 years experience in SHES in the Oil & Gas Industry. Experience with Oil & Gas Companies, EPC contractors, sub-contractors, vendors or service companies involved in the oil and gas industry. At least 3 years in dredging, reclamation, marine construction, port development, offshore projects. Experience working with EPC, marine contractors, or port authorities. Familiarity with major clients such as Qatar Energy, QTerminals, Ashghal, ADNOC, Saudi Aramco, or similar Gulf organizations is an advantage.

Technical And Business Skills

Knowledge of dredging methodologies (CSD, TSHD) and associated SHES risks. Knowledge of maritime regulations, vessel safety management, and marine logistics. Experience in SHES audits, inspections, incident investigations, and contractor assurance programme. Working knowledge of PTW, SIMOPS, HAZID, HAZOP, JSA, and Management of Change processes. Deep knowledge of industry codes, standards and practices for SHES discipline Ability to prepare management reports and present SHES performance to senior leadership. Negotiation and conflict resolution skills when managing contractor compliance issues. Excellent verbal and written English skills; confident and clear presentation development and delivery. Strong teamwork, facilitation, with the ability to communicate and interact at all levels of the organization. Computer literate, proficient working with Microsoft office applications.
