We are seeking a detail-oriented and proactive Bid Specialist to manage the end-to-end tendering and proposal lifecycle for IT staffing, cybersecurity products, and related technology solutions across the Qatar market. The ideal candidate will have hands-on experience navigating government and semi-government procurement portals, preparing compliant technical and commercial proposals, and coordinating closely with sales, technical, and finance teams to ensure timely, accurate bid submissions.
Key Responsibilities
Tender & Bid Management
Track, identify, and evaluate relevant tender opportunities on government/semi-government procurement platforms (e.g. Ariba, in-house portals) and via direct client RFPs/RFQs
Review tender documents thoroughly to assess eligibility, compliance requirements, technical scope, and submission deadlines
Prepare and submit fully compliant technical and commercial bid packages within stipulated timelines
Coordinate procurement of tender bonds, performance bonds, and other mandatory documentation (commercial registration, tax cards, ICV certificates, etc.)
Maintain a tender tracker/pipeline with key dates, status, and follow-ups
Proposal & Documentation
Draft, format, and finalize technical proposals, commercial proposals, and Business Requirement Documents (BRDs) tailored to client/tender specifications
Prepare compelling company profiles, case studies, and capability statements to support bid submissions
Ensure all proposals align with tender requirements, formatting guidelines, and compliance checklists
Liaise with technical/OEM partners (for cybersecurity products) to gather accurate product specifications, pricing, and technical documentation for inclusion in bids
Requirement Gathering & Coordination
Conduct requirement-gathering sessions with clients and internal stakeholders to accurately capture IT staffing needs and cybersecurity product/solution requirements
Translate client requirements into structured BRDs and scope-of-work documents
Act as a coordination point between sales, technical, procurement, and finance teams throughout the bid and post-award process
Sales Coordination & Commercial Support
Support the sales team with pricing inputs, vendor quotations, and commercial structuring for bids
Coordinate with OEMs/vendors/partners for cybersecurity product quotations and technical datasheets
Prepare and issue sales invoices, follow up on payment schedules, and maintain accurate commercial records
Assist in preparing purchase orders, delivery notes, and other transactional documentation as needed
Compliance & Reporting
Ensure all submissions comply with client-specific and Qatar market regulatory/procurement requirements
Maintain organized records of submitted bids, awarded contracts, and related correspondence
Provide regular status reports on bid pipeline, win/loss tracking, and upcoming opportunities to management
Desired Candidate Profile
Required Qualifications & Experience
Bachelor's degree in Business Administration, IT, Engineering, or a related field
2–4 years of relevant experience in bid management, proposal writing, or tender coordination — preferably within IT staffing, cybersecurity, or technology solutions in the Qatar market
Proven experience navigating Qatar government/semi-government tendering processes and procurement portals
Strong understanding of IT staffing models and cybersecurity product/solution offerings (a plus, not always mandatory)
Experience preparing BRDs, technical/commercial proposals, and invoicing documentation
Required Skills
Excellent written and verbal communication skills in English (Arabic is an advantage)
Strong proficiency in MS Office (Word, Excel, PowerPoint) — advanced Excel skills preferred for commercial workings
Strong attention to detail and ability to manage multiple bid deadlines simultaneously
Good coordination and stakeholder management skills across sales, technical, and finance functions
Ability to work under pressure with tight tender submission timelines
Analytical mindset with strong requirement-gathering and documentation skills
Preferred (Nice to Have)
Familiarity with local Qatar procurement bodies (e.g. Supreme Committee, Ministries, semi-government entities)
Prior exposure to cybersecurity OEM partnerships (e.g. Fortinet, Palo Alto, CrowdStrike, etc.)
Knowledge of ICV (In-Country Value) certification processes
Valid Qatar driving license (if site visits/client meetings are required)
