Commissioning Manager
Job Purpose
Oversee all commissioning activities executed by the EPC Contractor to ensure compliance with project requirements relating to Safety, Health, Environment, Welfare, Quality, Cost and Schedule, while maintaining effective collaboration with the Project Management Team and key stakeholders.
Job Context & Key Challenges
Responsible for commissioning activities on a large-scale industrial project with peak site manpower exceeding 20,000 personnel. Manage risks associated with large-scale construction, commissioning, logistics and accommodation operations. Ensure safe and timely execution of commissioning activities in compliance with project specifications, local regulations and corporate procedures. Manage significant simultaneous operations (SIMOPS) and interfaces with adjacent projects during the final stages of project execution.
Key Accountabilities
Safety Leadership
Promote and maintain a strong safety culture through visible leadership across the Project Management Team, EPC Contractor, subcontractors and vendors.
Commissioning Alignment
Ensure technical alignment and collaborative relationships between contractor and client commissioning teams. Resolve misalignments and escalating issues quickly and effectively.
Commissioning Execution
Lead the review and approval of commissioning deliverables and associated datasets. Ensure compliance with procedures, standards, specifications and regulatory requirements. Verify commissioning readiness and mitigation of engineering, procurement, construction and commissioning risks.
Contractor Management
Act as the primary interface with the contractor's commissioning leadership team. Drive safe and effective execution of commissioning activities in accordance with agreed strategies and schedules.
Resource Management
Allocate commissioning resources across project delivery teams within a matrix organisation. Ensure adequate staffing levels, technical compliance and effective prioritisation of activities.
Functional Leadership
Provide functional oversight to area commissioning teams. Ensure consistency of commissioning execution, reporting quality and resource deployment across all areas.
Stakeholder Management
Facilitate commissioning meetings with contractors and stakeholders. Define objectives, agendas and required actions to achieve project outcomes.
Operations Interface
Manage interfaces with the Operations and Start-Up teams. Ensure technical alignment and a seamless handover of systems and facilities. [S
Completions & Handover
Oversee completion and handover activities to ensure timely processing of turnover dossiers and documentation.
SIMOPS Coordination
Support planning and execution of simultaneous operations with interfacing projects and contractors
Minimum Requirements
Education
Bachelor's Degree in Engineering or Applied Sciences.
Experience
Minimum 15 years of experience across engineering, procurement, construction and commissioning phases within major oil & gas projects. Minimum 5 years in a supervisory or management role with overall responsibility for commissioning execution. Experience managing contractor, vendor and service company personnel.
