About the role
The Head of Procurement is responsible for developing, implementing and reviewing all procurement strategies, policies and procedures to provide a best value procurement environment for the assigned categories. You will lead, manage and deliver procurement in order to meet Qatar Duty Free Company’s operational objectives. You will also put in place robust procurement and contract management arrangements to help Qatar Duty Free comply with legal requirements, build key partner relationships, maintain internal policies and to help achieve value for money for the goods and services it purchases.
Key accountabilities include, but are not limited to:
- Lead Qatar Duty Free within the scope of the strategic sourcing process to drive cost out of the supply chain by managing the following:
- Commodity and negotiation strategies including terms and conditions, supplier selection/ deselection, evaluation and rationalization of supply chain solutions, including vendor managed inventory (VMI), supplier consignment, safety stock levels.
- Strategically develop and implement commodity/supply chain strategies covering all commodities - leads product development commodity strategies in line with corporate initiatives to improve supply chain efficiencies and to reduce the total cost of supply chain management.
- Establish and maintain measurable performance metrics for all levels of procurement activities, including but not limited to supplier performance deliveries, supplier quality, and internal order placement performance, buyer activity levels, financial performance (accounts payable), and material shortage elimination.
- Develop an overall vendor base which creates and sustains a competitive advantage, utilizing global market exploitation, leveraging spend, and leveraging of technologies.
- Investigate, and re-engineer where appropriate, all processes and systems within procurement and logistics to deliver the procurement strategy and action plan.
- Maintain promotional vision to meet delivery fulfilment expectation and deliver profitability for the division.
- Be responsible and manage effectively, capital and revenue expenditure within the budgets set in order to
- deliver both cashable and non-cashable savings against agreed targets.
- Report to management the measurable status of progress and corrective actions pertaining to supplier
- performance.
- Putting in place systems, controls and procedures for effective procurement and contract management.
- Ensure performance improvement and recovery plans are developed, issued, tracked and reported on as
- required for supply base management and improvement.
- Negotiate and execute purchase orders or vendor contracts as needed to support the critical business
- needs.
- Manage material flow to ensure inventory is maintained to the optimum level to support on time customer
- deliveries while keeping inventory holdings at the appropriate levels.
- Drives usage of cost models to validate commodity strategies and to understand significant cost drivers.
- Manage materials savings initiatives in line with profit plan and overall business objectives.
