Black & Grey HR is recruiting for a leading technology solutions provider in Doha, Qatar. Our client is seeking an experienced Program Manager – ICT to lead the Program Management Office (PMO) function, overseeing budget planning, procurement, governance, and delivery of enterprise IT programs aligned with organizational strategic objectives.

Key Responsibilities:

Budget, Procurement & Commercial Management

- Lead annual ICT budget planning in coordination with senior management and stakeholders

- Review and validate project/program budget estimations and financial forecasts

- Oversee budget utilization, financial controls, and cost optimization across programs

- Manage procurement planning, tendering processes, and contract renewals

- Oversee commercial aspects including contracts, work orders, and invoicing

- Engage with internal and external stakeholders to provide updates on budget, risks, and consumption

Program & Project Governance

- Establish and drive PMO governance frameworks, standards, and controls

- Define and maintain program performance metrics and compliance processes

- Implement program and project health assessment mechanisms

- Ensure alignment of IT programs with organizational strategy

Resource Management

- Monitor current resource utilization across programs and projects

- Forecast future resource requirements and support workforce planning

- Assist in resource allocation to meet delivery timelines and budget constraints

- Identify and mitigate resourcing risks proactively

Risk Management

- Identify, assess, and escalate program-level risks (financial, procurement, contractual)

- Collaborate with stakeholders to resolve risks in a timely manner

- Ensure risk mitigation strategies are implemented across programs

Management Reporting

- Provide regular program-level reporting to senior leadership and stakeholders

- Develop dashboards and reporting frameworks for project and program health

- Support program managers with structured reporting mechanisms

People Management & Leadership

- Lead and manage PMO team members, including task allocation and performance tracking

- Provide guidance, mentorship, and support for team development

- Drive continuous improvement and succession planning within the PMO


RequirementsExperience & Education

- Bachelor’s degree in IT, Computer Science, Engineering, or related field

- 12+ years of experience in IT, including significant experience in managerial/PMO roles

- Strong background in ICT program management, governance, and delivery


Certifications
- PMP (Project Management Professional)

- ITIL Certification


Technical Skills
- Strong expertise in IT program and portfolio management

- Experience in budgeting, procurement, and commercial contract management

- Knowledge of governance frameworks, KPIs, and program performance metrics

- Strong understanding of risk management and compliance practices

- Experience in stakeholder management across government and enterprise environments

- Excellent reporting, communication, and leadership skills
