Location: Doha, Qatar (Onshore)
Work Pattern: 10 hours per day, 6 days per week, 26 days per month
Contract Duration: 36 months (with possibility of extension)

Overview
The Procurement Lead will oversee all contractor procurement activities for a major onshore energy project. The role ensures the procurement and materials programme meets project requirements, is cost-effective, timely, and compliant with company policies and procedures. You will work closely with EPC contractors, vendors, and internal project teams to ensure procurement objectives are achieved and project schedules are maintained.
Key Responsibilities
Align with project teams on procurement objectives, scope, and execution plans.
Manage procurement of long-lead items, including preparing ITT packages, tender stewardship, and PO administration until assignment to contractors.
Ensure compliance with project procurement procedures and oversee contractors’ procurement processes.
Communicate procurement activities, schedule progress, and cost data, advising on issues as required.
Oversee contractors’ implementation of the project purchasing plan, including materials management, expediting, and shipping processes.
Ensure contractors’ adherence to quality standards and preservation procedures.
Review project-required spare parts lists and ensure contractor execution of spares purchasing plan.
Ensure contractor compliance with vendor qualification processes and maintain the project vendor list.
Oversee delivery of all procurement documentation, including vendors’ documents, in line with project quality requirements.
Provide support in the development and administration of contractors’ subcontracting plans.
Requirements
Qualifications
Bachelor’s degree in Business, Accounting, Commercial, Marketing, Engineering, Project Management, Supply Chain Management, Law, Communication, Technologies, Mathematics, Statistics, or related field.
Experience
Minimum 8 years’ experience in a business or procurement-related function, including at least 4 years in the oil and gas or energy industry.
At least 1 year of supervisory, acting, or oversight experience involving contractors, vendors, or service providers.
Experience supporting large-scale integrated project and operational organisations.
Skills and Knowledge
Strong knowledge of procurement processes, pre- and post-award contract management, tender management, risk assessment, change management, and reporting.
Experience working with EPC contractors, vendors, and service companies in oil and gas projects.
Knowledge of international procurement standards, best practices, and methodologies.
Subject matter expert-level competence in procurement and project business functions.
Proficiency in relevant software and systems, including dashboards, data analytics, and ERP tools (e.g., SAP).
Strong analytical, communication, and stakeholder engagement skills.
