JOB PURPOSE:
To oversee and execute internal HSE plans, ensuring compliance with organizational policies, industry standards, and local/international regulations. This role integrates health, safety, and environmental management practices with internal audit functions to minimize risks, enhance operational efficiency, and ensure the organization’s commitment to safety and environmental sustainability.
KEY RESULTS AREAS / DELIVERABLES & KEY ACTIVITIES:
HSE POLICY FRAMEWORK
Plan, review and develop the Group’s HSE policies, objectives and plans to improve and enhance the capability of the Group to implement its HSE activities and programs ensuring alignment with ISO 45001, ISO 14001, and any other regulatory standards.
- Develop and maintain the annual HSE implementation plan, prioritizing high-risk areas and regulatory compliance.
- Evaluate the Group’s HSE Policies and objectives on a periodic basis, to ensure its aligns with local and international standards and regulations.
- Liaise with the government’s Civil Defense and other relevant agencies for new or revision of HSE and Audit regulations which will affect the Division’s policies and standards.
- Be up to date on new developments on standards, practices and technology related to Health, Safety and Environment in order to analyze its potential impact against cost and risks.
- Oversee the development and integration of the Group’s and its business divisions HSE Manuals and standards into audit protocols.
- Develop programs, initiatives, guidelines, and procedures designed to educate, train, and motivate employees to adhere to the Division’s HSE policies and standards.
- Provide recommendations and updates in the on the Group’s HSE policy manual, based on developments, proactive practices and occurrences of accidents / incidents.
- Promote a culture of safety and continuous improvement through awareness campaigns and educational initiatives.
HSE GAP ANALYSIS AND REPORTING
Prepare the relevant HSE reports, correspondence and other documents required by the Group for reference and decision making.
- Conduct GAP analysis and collate, review and prepare monthly HSE reports based on operational statistics provided.
- Ensure accuracy in the preparation of reports at all times to minimize or prevent decisions based on incorrect information.
- Prepare Safety inspection reports, including non-conformances of all employee on HSE standards and practices for timely communication to the operation.
- Oversee and review the documentation and reports for handling and reporting of accidents / incidents within the business operation and ensure accurate and completeness of documentation and recording of the event for future reference; take part in the accident investigation, as and when required.
- Review safety inspection reports from the Safety Officers and recommend corrective actions to the Site Manager, upon approval of the Management; follow up on its completion within the defined date.
HSE PLAN DEVELOPMENT & IMPLEMENTATION
Develop detailed HSE action plans based on gap analysis findings and management directives. Oversee the implementation of HSE activities and programs to minimize or prevent accidents or hazards resulting in loss of life, company properties and assets.
- Regularly review and oversee the development, scheduling and delivery of Safety Orientations and Training Seminars on different HSE topics to all site employees, as per the requirements of the Customer and the project.
- Oversee and review the investigation of Safety non-conformance and accidents to identify potential issues which can be resolved to prevent similar events from happening again.
- Ensure that the Groups operational HSE teams understand the Group’s HSE and Quality policy, objectives and targets.
- Closely coordinate and monitor the onsite scheduling of HSE assessments and inspections to minimize potential disruptions to Project Activities.
- Conduct regular site inspections of the Groups business divisions to identify potential safety hazards or working conditions. Ensure the Toolbox talks are conducted regularly by supervisors and records are maintained.
- When required conduct the training for site-based HSE employees on the Group’s HSE policies, issues, safety induction and other specific trainings required; ensure documentation of attendees.
- Liaise with the HSE Team for HSE related matters including escalated issues and non-conformance for timely resolution.
HSE RISK ASSESSMENT & MITIGATION
Conduct regular risk assessments and hazard identifications for workplace activities, processes, and facilities.
· Lead field audits and investigations for high-risk or sensitive areas, escalating critical findings as needed.
- Prepare confidential audit reports and provide actionable recommendations to senior management.
- Monitor and inspect all site areas, activities and actions in order to ensure their compliance with the Group’s Health, Safety and Environment standards and practices.
- Regularly monitor and review operational HSE reports, ensuing that corrective action is taken to address any areas of non-compliance
- Develop and implement effective risk control measures to minimize incidents and ensure a safe work environment.
- Maintain a risk register and track the implementation of corrective and preventive actions. Oversee the implementation of corrective actions and recommendations from audit findings.
- Track and evaluate the status of HSE action plans to ensure timely resolution of identified risks.
- Manage and conduct special audits or investigations related to fraud, major incidents, or non-compliance with HSE regulations.
AD HOC PROJECTS
Manage and oversee AD Hoc Projects, as and when instructed by the management, ensuring the achievement of the defined deliverables.
- Undertake any other jobs entrusted from time to time in the Division and maintain complete confidentiality all through the process.
- Carry out projects or tasks as assigned by the Management .
- Carry out other duties or roles which may be assigned from time to time.
Skills
EDUCATION:
Degree in any Occupational Health and Safety, Environmental Science, Engineering discipline with NEBOSH International General Certificate (or equivalent), IOSH Managing Safely, or similar HSE certifications.
EXPERIENCE :
Minimum 6 years relevant work experience in various auditing functions preferably in high-risk industries such as construction, manufacturing, oil & gas , automotive or real estate.
COMPETENCIES:
- Strong knowledge of HSE regulations, standards, and best practices (ISO 45001, ISO 14001, OSHA, etc.).
- Practical experience in conducting site inspections and implementing safety measures.
- Proficiency in delivering HSE training and creating awareness programs.
- Incident investigation and reporting skills, with a focus on root cause analysis.
- Excellent organizational and documentation skills.
- Strong interpersonal and communication skills to engage with teams at all levels.
- Proactive and solution-oriented mindset.
- High level of integrity and attention to detail.
- Highly proficient in Microsoft Office Applications and Company ERP systems.
