Contracts Administration Specialist

Pre-Awards

Job Description:

  • Draft concise, accurate documents for Management, Requesting Department(s) and Legal review.
  • Prepare and finalize the draft Contracts including EPC / Consultancy Agreements / Annual Service Contract / Frame Agreements etc. within stipulated time frame in coordination with relevant departments.
  • Follow-up with all relevant departments and Management to finalize the documents including Contracts, agreements etc. in timely manner to meet the schedule.
  • Prepare and review Requests for Purchase (RFP) and Request for Quotations (RFQ) including contract terms and conditions and participates in meetings to ensure understanding of contractual requirements.
  • Respond to Pre- and Post-tender clarifications (EPC Tender) to the Tenderers in a timely manner.
  • Ensure that the final Contract fully covered all conditions of Contract to execute the Project and according to SoW before releasing for signing.

Post Award

  • Ensure that all contract-related matters are reviewed, prepare response letters and responded in a timely manner during the execution of the project/work.
  • Prepare and send the responses (letters / correspondence) for running Contracts in order to support the Contracts & Procurement Department, Project Manager(s), Purchase Requesting Department(s), and end users.
  • Administer the Contract execution and record / control the Project Change
  • Analyze Extension of Time (EoT) and Variation Order (VO) and recommend for Project Management Team / Requesting Department and Management review and approval.
  • Foresee Contractual and Commercial risks and initiate / advise action(s) to Project Management Team / Requesting Department and Management to prevent problems with Contracts.
  • Ensure satisfactory closure of contracts upon Project / Work completion.

Minimum Qualifications

  • Bachelor’s degree (Engineering) in a relevant field mandatory
  • Master’s degree is preferred
  • RICS / FIDIC Certification / Project Risk Management Certification is preferred

Minimum Experience

  • 5 - 7 years of relevant EPC experience in a similar role
  • Handled at least 3-4 major projects Contract matters (multi-tasking)
  • Handled and supported Project Management and other relevant departments at high Contract Value
  • Working knowledge of Microsoft Office, Excel, Presentation.
