Description
The Director - IT is responsible for overall management of the IT systems and infrastructure of the Organization, within the context of the policies and governance of the Supreme Council of Health. He/she shall provide the highest level of information technology and management services in support of the organization's clinical programmes and vision as a world-class centre in Addiction and Rehabilitation programmes.
The Director - IT shall plan, design and project computing resources ahead of application deployment. He/she must keep up-to-date on technology, and work closely with stakeholders to identify computing needs to implement IT solutions to achieve user and patient satisfaction and organizational goals.
He/she shall manage resources effectively and efficiently. He shall be responsible to motivate and develop staff, and develop systems for evaluation of performance of in-house and contract providers/vendors against targets and benchmarks.
Major Duties And Responsibilities
- Leads and manages the operations of the IT services of the healthcare facilities, including design, development, sourcing and implementation of information technology blue-print and systems that are progressive and in line with the organizational needs.
- Develops the Strategic IT plans for the healthcare facilities to achieve its strategic objectives in line with the organization corporate strategy and in harmony with the National Health Authority’s IT strategic IT blueprint for Qatar.
- Leads, directs and oversees the Information Communications Technology function and ensures continuous operation and cost-efficiency of the organization's systems, network, database architecture and data security, in order to achieve consistency and reliability of hardware, software, non-system tools, data archiving and offsite disaster recovery management.
- Work closely with health facility clinicians and administrators, program managers, and other stakeholders to identify and gather requirements for data collection, reporting, and use and leads the development, management and implementation of the Electronic Medical Record (EMR).
- Consults and supports end users to determine information requirements, boundaries and priorities of new projects, system capacity and equipment acquisitions.
- Develops and maintains effective IT systems operations that extend to the clinical areas in support of the clinical and patient services.
- Ensures timely and accurate generation and execution of all management information system operations, and that operating procedures and audits / controls are in place and correctly used by employees.
- Provides technical expertise and renders professional advice to hardware / software vendors and users on matters relating to the development and operations of IT systems.
- Develops and manages contracts for services which are outsourced to vendors, against services outcome, financial and performance targets.
- Develop policies and procedures that provide guidance on the IT operations
- Plans, recruits and retains staff and skills required for professional and efficient operations of the department.
- Undertakes performance management of staff by directing, motivating, developing and counseling staff where appropriate in their performance towards operational and service excellence.
Job Requirements
- Education, Training and Experience
- A minimum of 5 years IT Project experience required at an IT Manager level. Well versed in all aspects of IT Management, both at project level and operations.
- Ideally would have spearheaded and have had experience in IT Management within a healthcare and/or a Resort/Hotel setting.
- An accredited bachelor’s degree in Information Technology from a reputable education institute.
- Experience with the use of Project management tools.
- Experience with the use of Office Automation applications.
