SITUATION IN ORGANIZATION


  • N+1: Operations Safety Lead
  • N+2: Head of Field Operations Safety & Risk Management


ACCOUNTABILITIES:


  • The role shall provide operational safety, in terms of Health, Safety and Environment, support to North Oil Company (NOC) installations within the Al Shaheen field as well as supporting entities, within the onshore NOC organization.
  • Accountable for front line support to offshore assets with regards to operational health, safety and environment to promote safe operations.
  • Support significant works scopes, such as shutdowns, rig moves and SIMOPs.
  • Promote Incident Free mindset both on and offshore.


JOB DIMENSIONS


Job holder is NOC Field Operations Safety Support Engineer, who shall report to the Operations Safety Lead and work closely with other transverse entities both on and offshore.


The job dimension includes:

  • Job boundaries: Field Operations, both on and offshore.
  • Transverse Functional Co-ordination: HSEQ Dept., Drilling and Wells, Logistics, Maintenance and Inspection as well as Engineering and Construction.
  • Exposure to peers through internal projects, workshops and cross functional workgroups.
  • Develop and deliver identified campaigns to offshore as part of entity objectives.


ACTIVITIES


General:

  • Act as Incident Free (IF) Champion, providing IF inductions as per scheduled rotation.
  • Responsible for developing plans and risk assessments for significant scopes of work such as shutdowns.
  • Review weekly incident trends with HSE Team, to ensure information being distributed is accurate and assist HSE Department where required.
  • Floor marshal for allocated floor within NOC Tower.
  • Promote and assist industrial hygiene for healthy work environment by coordinating and reviewing the audits and following up on actions assigned.
  • Focal point for interfacing with HSEQ Department, Drilling and Wells, Maintenance and Inspection Logistics, Engineering and Construction and Major Projects to offer operational input to any proposed policies, procedures, activities, or initiatives.
  • Assist in shutdown preparation s with regards to developing, where necessary, and reviewing associated HSE plans, risk assessments and roll out material.
  • Assist in development and deployment of HSE initiatives, within Field Operations.
  • Participate in Cause Tree Analysis, HAZIDS and Job Safety Analysis on behalf of Field Operations.


CONTEXT AND ENVIRONMENT


  • FOPS Operations Safety Support Engineer is required to assist in minimizing business risk by supporting safe operations, both on and offshore within the scope of Field Operations. Position shall contribute to new and revised procedures and initiatives which are crucial to minimizing risk whilst maintaining optimal performance.
  • The function shall have high visibility to other entities with a strong working relationship with the HSEQ Department.
  • Job holder shall be office based but shall also be required to regularly travel offshore to deliver initiatives, undertake compliance audits, as well as covering any absence of offshore HSE Superintendents.


QUALIFICATIONS & EXPERIENCE REQUIRED


  • BS Degree in safety engineering or equivalent.
  • 10 – 15 years’ experience within oil and gas operations with a minimum of seven years having been spent in an offshore HSE Superintendent role on a upstream production facility.

  • Familiarization within International standards ISO 9001, 1400 & 45001
  • Conversant with Microsoft business suites (Word, PowerPoint, Excel)
  • Familiarity within house tools (Synergi, Electronic Control of Work, SAP)
  • Familiar with Emergency Response in an offshore environment.
  • Understanding of both process and operational safety
