- Develop and own the end-to-end project plan for the CCTV rollout, covering tendering, procurement, installation, testing, and commissioning phases.
- Define phasing and rollout schedules for the deployment of 10,000+ cameras across MCY's zones, buildings, and outdoor areas.
- Coordinate with technology teams, MEP contractors, and facilities teams to align approved camera placement and cabling/infrastructure works with construction and fit-out schedules.
- Track project milestones, deliverables, and site readiness, escalating delays or dependencies to the Director, Digital Transformation.
- Oversee testing, commissioning, and phased handover of camera zones to security operations.
- Lead end-to-end procurement of CCTV cameras, VMS/NVR platforms, servers, storage, and networking equipment at scale.
- Prepare and manage RFPs/RFQs/tenders, technical specifications, and evaluation criteria for CCTV equipment and systems integrators.
- Negotiate pricing, warranties, SLAs, and contract terms with vendors and system integrators to secure best value on large-volume purchases.
- Manage supplier relationships, delivery schedules, and performance to avoid stock-outs, quality issues, or installation delays.
- Ensure all procurement activity complies with MCY's procurement policy, approval workflows, and audit requirements.
- Validate the approved CCTV design, the tender specifications, evaluation criteria, and contractual requirements for cameras, VMS, storage, and network architecture along with specialized security systems consultants.
- Validate vendor-proposed network bandwidth, storage capacity, and server infrastructure against the approved design and project requirements.
- Coordinate integration of the CCTV system with access control, the Command-and-Control Center (CCC).
- Review and approve contractor installation drawings, camera placement submittals, and cabling infrastructure against the approved design.
- Track emerging CCTV/VMS technology (video analytics, facial recognition, license plate recognition) and recommend enhancements where relevant.
- Prepare and manage the capital budget for the CCTV project, including equipment, installation, and integration costs.
- Track project expenditure against budget, flagging variances and cost overrun risks.
- Develop cost estimates and business cases to support phased rollouts and future expansion of the camera network.
- Identify cost-saving opportunities through bulk procurement, standardization, and vendor negotiation.
- Prepare budget and cost reports for management and project governance forums.
- Act as the primary point of contact for CCTV project stakeholders, including security, facilities, IT, and senior management.
- Ensure compliance with relevant security, data protection, and regulatory requirements governing surveillance systems in Qatar.
- Identify and mitigate project risks, including supply chain delays, technical integration issues, and site access constraints.
- Maintain comprehensive project and procurement documentation, including contracts, specifications, and audit trails.
- Support governance reporting, steering committee updates, and post-implementation review of the CCTV program.

- ITIL Foundation is a plus.
- Advanced computer and technology skills including proficiency in VMS/CCTV management platforms, Procurement and ERP systems (e.g., Odoo), MS Office and MS Project.
- Languages: Fluent in English; Arabic is a plus.
- Experience delivering CCTV or security infrastructure projects of comparable scale (large mixed-use developments, city-wide deployments).
- Experience in real estate, property management, or infrastructure development is preferred.
