GENERAL JOB DESCRIPTION

• Lead Platform’s Data Management, Data Science, Data Solutions Development and Data Monetisation functions.

• Manage, protect, and process data collected and generated by the organization.

• Coordinate the Data Team to ensure high outcome of work and respect of the data privacy & security standards.

DUTIES & RESPONSIBILITIES

• Oversee the collection, storage, management, quality, and protection of data across the Platform.

• Develop and implement data policies and procedures to ensure high data quality and compliance with regulations.

• Lead data science initiatives to extract insights from data, build predictive models, and support decision-making processes.

• Lead development and maintenance of machine learning models and algorithms.

• Design and develop data solutions to support various smart city applications and services.

• Work with cross-functional teams to integrate data solutions into the the Platform.

• Identify opportunities for data monetization and develop strategies to leverage data for financial gain.

• Define the data monetization strategy making sure that data is sanitized, elaborated, and packaged in order to maximize its money for value ratio.

• Collaborate with business units to create data-driven products and services.

• Set the overall data management and data governance strategy of every channel.

• Ensure that data is protected from unauthorized access and breaches.

• Implement and maintain robust data security practices and protocols.

• Ensure data escalation, resolution, integration & development in compliance with the data privacy & security standards.

• Coordinate and manage a team of data architects, data engineers and data scientists (internal) and marketing & Sales teams to promote the power of data in the Platform (external).

• Mentor and support team members, fostering a collaborative and innovative environment.

• Take responsibility for the data integration corresponding to customer onboarding and for creating data sharing agreements with the potential customers.

• Drive project and operational decisions related to data – along with OC leadership, the platform team, service providers and sectors within the Smart Qatar ecosystem.

• Participate and take an active role in Smart Qatar data governance forums and committees.

• Drive the ongoing evolution of the the data architecture and data management capabilities throughout the entire products/UCs lifecycle in any channel of the Platform.

• Proven leadership and execution experience in large programs with multiple stakeholders.

• Expertise in big data engineering, cloud data platform (preferably Azure), ML/AI concepts and techniques, data architecture and data governance domains (MDM, Data quality, data security, data integration etc.).

• Excellent verbal and written communication skills in English (Arabic will be a great advantage).

• Ability to communicate complex technical concepts to non-technical stakeholders.

• Ability to develop and implement data strategies aligned with organizational goals.

• Strong interpersonal skills with the ability to work effectively in cross-functional teams.

TECHNICAL SKILLS

• Strong knowledge about how to process large amounts data from different data sources (SQL, No-SQL, Big Data).

• Strong knowledge of applied mathematical and statistical analysis.

• Strong knowledge of machine learning and artificial intelligence techniques.

• Strong knowledge of reporting and data visualization tools.

• Proficiency in data governance, data quality management, and data protection practices.

• Knowledge of data architecture, data warehousing, and data integration.

• Understanding of data monetization strategies and business models.

• Familiarity with data security standards, best practices and regulatory requirements.

POTENTIAL BACKGROUND

• Bachelor’s or Master’s degree in Data Science, Computer Science, Information Systems, or a related field.

• Several years of Experience in the field of data governance, enterprise data management, business intelligence and advanced analytics preferably in the ICT sector or Smart City/Platform-driven projects.

• Expertise in big data engineering, cloud data platform (preferably Azure), ML/AI concepts and techniques, data architecture and data governance domains (MDM, Data quality, data security, data integration etc.).

• Experience leading data teams and managing data projects.
