Senior Civil Engineer - Infrastructure and Utilities


Location: Qatar
Employment Type: Long Term Contract

Overview


An established engineering and project delivery organisation is seeking a Senior Civil Engineer to lead the design review and technical oversight of major infrastructure and utilities projects. This is a senior role for a technically strong engineer with extensive experience across roads, wet and dry utilities, and large-scale developments in the Middle East.


You will play a key role in ensuring that complex infrastructure schemes are delivered to the highest standards of safety, compliance and technical excellence. This position offers exposure to multi-disciplinary coordination, authority approvals and high-profile developments.


Key Responsibilities




  • Lead and perform design review and technical evaluation for roads, highways and utilities projects, ensuring compliance with contract requirements and applicable codes.



  • Review vertical and horizontal alignments, cross-sections, grading designs and super-elevation calculations.



  • Review and approve contractor shop drawings, method statements, material submissions, Inspection and Test Plans and technical submittals related to civil and utility works.



  • Oversee installation of wet and dry utility networks including potable water, irrigation, firefighting, sewerage, stormwater, district cooling, electrical networks, street lighting, ICT and gas systems where applicable.



  • Review hydraulic calculations, network layouts and capacity assessments.



  • Ensure correct alignment, levels, protection and separation of services in accordance with authority requirements and recognised standards.



  • Participate in constructability reviews and provide practical solutions to design and site issues.



  • Support testing and commissioning activities and ensure full documentation and compliance.



  • Review and assess contract variations, technical deviations and change orders, making recommendations in line with approved standards.



  • Respond to technical queries and requests for information, maintaining effective communication with project stakeholders.



  • Coordinate with architects, engineers, contractors and sub-consultants to resolve clashes and interface issues, including review of 3D coordination models.



  • Contribute to risk identification and mitigation strategies to support successful project delivery.



  • Prepare technical reports and presentations for senior management and stakeholders.



  • Support the development of junior engineers and participate in structured technical training initiatives.



Candidate Profile




  • Bachelor’s degree in Civil Engineering from an accredited institution. A Master’s degree in Civil Engineering or a related discipline is advantageous.



  • Chartered Engineer, Professional Engineer or equivalent recognised professional registration is preferred.



  • Project Management certification such as PMP is desirable.



  • Minimum 12 years of post-graduate experience within engineering consultancy environments.



  • At least 10 years of experience in the design or construction management of large-scale infrastructure projects, including roads and utilities.



  • Strong experience in road works design including grading, paving and drainage.



  • Advanced experience in the design of pressurised and gravity utility networks, including hydraulic modelling, design reporting and technical evaluation of modelling outputs.



  • Proven experience reviewing design software outputs and carrying out independent engineering checks.



  • Familiarity with international standards such as BS, EN and ASTM, as well as regional infrastructure and utility authority regulations in the Gulf region.



  • Experience with 3D coordination environments and BIM-based workflows.



  • Strong understanding of dry utilities from a civil engineering perspective, including substations, high and low voltage networks and associated civil infrastructure.



  • Experience reviewing traffic impact assessments, junction design and highway rehabilitation works.



  • Demonstrated ability to manage multi-disciplinary contractors and resolve complex site issues.



  • Strong written and verbal communication skills in English, including preparation of detailed technical documentation.



  • Ability to manage multiple priorities and work effectively within fast-paced project environments.



  • Experience on international projects, particularly in the Middle East, is highly desirable.
