Primary Functions

• Assist Operations/Project HSES personnel in the implementation of the company HSES program and in reporting of HSES performance.


• Co-ordinate BBSM & PTW functions

Tasks and Responsibilities

• Understand company philosophy and policy regarding Occupational Health, Safety and Environment.


•  Have a sound knowledge of Qatar Statutory safety requirements.


• Through knowledge of the HSEMS and report on its implementation.


• Provide input for the HSES procedures update.


• Develop a working relationship with all employees with the aim of obtaining understanding on both sided of yard management requirements, this to include keeping safety equal with production and other responsibilities.


• Be prepared to immediately respond in the event of calls for emergency assistance.


• Assists initiate a medical of sick or injured employees.


• Inform the HSES Specialist immediately any reportable incident or notify Sr. HSES Specialist immediately in the absence of Specialist.


• Observe work groups for "at risk" behaviors and unsafe conditions.


• Intervene and advise workers if found committing unsafe acts.


• Observe work groups for compliance with MOR HSES Guidelines, procedures, and local Safe Work Procedures.


• Minor infringements may be dealt with at supervisory level.


• Major infringements to be immediately notified to any HSES Specialist /Sr. HSES Specialist.


• Inspect work areas for unsafe conditions and advise persons responsible for these areas.


• Observe condition of facility and equipment (cranes, forklifts etc), report deficiencies to relevant Supervisor. 


• If facility or equipment appears in dangerous condition, stop work, and inform relevant Supervisor and HSES Specialist.


• Assist to maintain accurate records of personal injuries, equipment damage and near miss incidents.


• If requested, collect relevant information of incident investigation, and produce a timely report.


• Following up corrective actions following accidents and inspections.


• Provide assistance on Permit to Work issuance and maintain register in absence of PTW Clerk.


• Gather useful information for Toolbox Safety Meetings, newsletters, and Bulletins.


• Report to HSES Specialist or Sr. HSES Specialist as practicable.


• Monitor and assist to both HSES department and field line supervision in the implementation of HSES programs.


• Conduct HSE assessments for project and facility, provide report for review by HSES Specialist.


• Assume the duties of HSE Specialist in his absence.


• Spend a minimum 85% of time in the field monitoring overall compliance of the yard HSE Program and Procedures.


• Observe/assist supervision during the delivery of Toolbox Talks.


• Promote the HSES Programs, HIT, BBS, Com Card etc. across the facility.


• Monitor / update HSES Notice Boards and its information.


• Attend training, HSES meetings and Project Meetings as and when directed.


• Maintain a professional attitude and set an example to others.


• Attend and assess Foreman in the conduct of HIT Card Process.


• High standard of safe working practice, disciplined, quality and productivity as well as compliance  with the code of business conducts.

Qualifications, Experience and Skills

Qualifications:

• Diploma or National Certification


• NEBOSH or IOSH Managing Safely

Experience: 

• Preferred 2 Years Oil & Gas HSE role.


• Have experience with technical activities, including onshore or offshore operations, good oral & written communication skills.
