Primary Purpose of the Job
Provide professional advice, assistance to all assigned Sponsoring Departments of the Corporation in all tendering / contractual matters from inception of project till close-out of contracts.
Review/Finalise procurement strategy. Review work/service scopes of tenders, finalisation of tender documentation including preparation /review/finalization of pricing mechanism.
Review the contents and prepare tender bulletins and tender clarifications. In addition, actively participates during evaluation of tenders and prepares the tender clarifications, evaluation reports for the Tender Committees. Lead the commercial clarifications /negotiations exercise with bidders and prepares letter of awards.
Prepare contract documents, incorporating the effect of all clarifications, negotiations, and qualifications.
Management of contracts by rendering contractual support in form of drafting contractual correspondences, evaluation of changes/variations and on processing Change Requests, issue Variations/Amendments to Contracts, evaluation of claims, resolving disputes and closing out Contracts.
Ensure that contract/procurement strategies, tenders, contracts and variations are in full compliance with QatarEnergy Regulations for Procurements and Disposal (RPD) and various Procedures for Contracts Department (CCPM).
Maintain strict confidentiality and ethics on all contractual matters. Propagate and maintain "zero harm culture".

Principal Accountabilities
1. Provide guidance to assigned Sponsoring Departments (“SDs”) regarding tendering/contracting strategy for the given scope of work/services based on QatarEnergy RPD & CCPM
2. Provide expert guidance and practical assistance to assigned SDs on the preparation of Scope of Work/ Services and Schedule of Prices, including pricing strategy/preambles. Compile draft tender document in its entirety and function as focal point in co-coordinating, processing and incorporating inputs of various QatarEnergy stakeholders into the final tender document.
3. Ensure that Tender Documents address the specifications requirements, QatarEnergy standards and risks mitigation measures in accordance with latest QatarEnergy HSE Regulations.
4. Coordinate with various QatarEnergy stakeholders and function as focal point to prepare and issue communication
Required Experience and Skills
10-15 years multi-disciplinary experience, of which at least 5-8 years should be in an oil & gas industry or major industrial structures in the pre-contract award activities, which includes but not limited to preparation/evaluation/negotiation of tenders/contracts for projects with varying complexity and diversity.
• Proficient in business correspondence, contract verbiage, report writing with strong analytical, negotiation and problem-solving skills.
• Should be well experienced in review of Scopes of Work/Services; arriving at suitable pricing structure/ contract strategy for various type of works; know how to break down the scope of work activities into schedule of prices and prepare pricing preambles and notes on pricing.
• General understanding of engineering, procurement, construction techniques EPCM & LSTK and maintenance / operation related services and preparation/analysis of work execution programmes.
• Well versed in carrying out contracting in strict compliance avoiding conflict of interest and meeting with high standards of business ethics.
• Computer literate and able to use this knowledge for contract analysis, evaluation of statistical data both historical and projected.
• Experience in SAP transactions is desirable
• Quality/HSE Focus and team oriented.
• Possession of sound knowledge of Contracts Law is desirable.
Educational Qualifications
BSc in Engineering Discipline or Quantity Surveying or equivalent. A post graduate qualification in Contract Management or Project Management is desirable.
