Pillar Two Expert Job summary:Responsible for the technical tax elements of the TAX AUTHORITY ’s implementation effort on Pillar Two rules, covering areas such as policy development, legislative drafting, technical upskilling, compliance and reporting requirements, public awareness management and stakeholder engagement to support the operational readiness of the TAX AUTHORITY. Ensure the Pillar Two rules are implemented in Qatar in a manner that strikes the balance between consistency with the policy intent of the Pillar Two rules issued by the G20/OECD Inclusive Framework and improvement of Qatar’s business environment. Responsible for the ongoing implementation efforts of international tax matters in Qatar to ensure the country has a robust and effective tax system that incorporates international best principles consistent with the strategic vision of Qatar. Key responsibilities:Tax technical support with Pillar Two implementation efforts in Qatar Policy and legislative support Research and develop policy positions (with supporting benchmarking and rationale) with respect of Qatar’s Pillar Two rules Collaborate with the [Tax Policies Department] to prepare necessary legislative instruments or administrative decisions to implement the rules Collaborate with the [Tax Treaties and International Relations Department] to represent the TAX AUTHORITY / Qatar in international forums (e.g. at the Inclusive Framework meetings) Business processes / system implementation Collaborate with the relevant [Departments / Sectors] in the TAX AUTHORITY to identify the necessary processes for implementing the Pillar Two rules in Qatar, covering areas such as:Registration and deregistration (including update to taxpayer information) Submission of [elections / applications / notifications]Submission of returns, Global Information Returns and other information disclosures supporting the returns Advance Payments, payments and refunds[Assessment, audit and dispute resolution processes][Compliance enforcement – e.g. issuance of penalties][Information exchange with the relevant stakeholders – e.g. other tax authorities / Competent Authorities]Review the relevant Business Requirement Documents (BRDs) to ensure such documents accurately reflect the requirements Support the relevant teams in undertaking various systems implementing testing (e.g. UAT) to ensure the system is implemented in accordance with the BRDs [and industry’s best practices]Taxpayer guides / TAX AUTHORITY internal operating guides Prepare taxpayer guides on Qatar’s Pillar Two rules Prepare TAX AUTHORITY internal standard operating procedures Prepare TAX AUTHORITY internal guides and manuals Public awareness support Prepare public awareness communication materials (e.g. social media posts, frequently asked questions, press releases, public announcements, public awareness session materials, speeches, speakers talking points, etc.) that are compelling and tailored to the purpose of the campaigns Engage with the targeted taxpayers to increase awareness of knowledge and compliance responsibilities on Pillar Two and general BEPS matters Collaborate with the Public Relations and Communications Department] to promote and prepare the relevant contents on Pillar Two and general BEPS matters on the TAX AUTHORITY website, and update the contents to reflect the latest available information Ongoing Monitoring and Implementation Effort Stay up to date and knowledgeable of existing and new BEPS and international tax initiatives and developments relating to regional and international tax matters Contextualise and develop a communication strategy and timetable in respect of Qatar's implementation of Pillar Two measures, as well as other BEPS and other international tax matters Ongoing Collaboration and Engagement with External Stakeholders on Pillar Two and Other BEPS and International Tax Matters Contextualise and develop a communication strategy and timetable in respect of Qatar’s implementation of Pillar Two measures, as well as other BEPS and other international tax matters Identify and implement appropriate advocacy and interaction efforts between governmental stakeholders in Qatar (e.g. with the Ministry of Finance, relevant authorities in the free zones / special economic zones, etc.), including preparing the necessary consultation and engagement materials Identify and implement appropriate interaction and outreach efforts with the public and the business community, including conducting public awareness sessions and conducting consultation efforts Identify and implement appropriate interaction and consultation efforts with international bodies (e.g. the OECD, the EU, etc.) and other policymakers and tax authorities in the GCCOngoing General Training and Development within the TAX AUTHORITY on Pillar Two and Other BEPS and International Tax Matters Identify training needs and determine training priority Design the training curriculum tailored to the need of the TAX AUTHORITY across all grades For each module in the training curriculum, [liaise with the [Training Centre Department]] to:Develop training objectives and related educational materials (e.g. pre-training reading materials, slide decks, materials to encourage audience participation and interaction, etc.) and instructional aids (e.g. training talking points, manuals, etc.) Engage with external training service providers where relevant/necessary Prepare and coach the trainers to ensure they have the necessary skillsets and knowledge to effectively deliver the training module Deliver the training modules Evaluate training effectiveness to ensure learning objectives are met, including developing the relevant evaluation materials (e.g. post-training assessment questions, feedback questionnaire, etc.) Provide training reports Update the training materials to reflect ongoing development and training feedback
Qualifications:Bachelor’s degree, Tax, Accounting, Law, Business or Public Administration or a related field Preferred certification:Certified Public Accountant (CPA) Chartered Accountant (CA) Chartered Tax Advisor (CTA)15+ years of Experience Preferred experience:Experience in advising international tax matters, including deep knowledge on BEPS matters, Pillar Two framework, and international tax agreements Experience can be gained either from an advisory firm or in a governmental (e.g. Ministry of Finance or a tax authority) environment (preferred) Proven ability to understand and interpret tax laws and regulations, including operational aspects relating to compliance Proven ability to communicate effectively with and disseminate complex information to multiple stakeholders from a diverse knowledge base and background Fluency in English. Arabic skillset is an advantage
