Key Responsibilities:
- Safety Program Development: Develop and implement HSE policies, procedures, and guidelines specific to offshore operations to ensure compliance with regulatory standards and industry best practices.
- Risk Assessment & Compliance: Conduct regular offshore site inspections, audits, and risk assessments to identify potential hazards and ensure compliance with HSE standards.
- Incident Investigation: Manage incident investigations, identify root causes, and recommend corrective and preventive actions to prevent recurrence.
- HSE Leadership: Provide HSE leadership and guidance to offshore teams, ensuring that all personnel are aware of and comply with safety protocols.
- Emergency Response: Coordinate emergency response drills and safety training programs for offshore personnel to maintain high safety awareness.
- Regulatory Compliance: Ensure that all offshore operations have the necessary permits, certifications, and approvals in line with local and international regulations.
- Performance Monitoring: Monitor and report on HSE performance metrics, including near-misses, incidents, and safety observations, to drive continuous improvement.
- Cross-functional Collaboration: Collaborate with project managers, engineers, and contractors to integrate HSE considerations into all phases of offshore project planning and execution.
- Regulatory Liaison: Liaise with regulatory bodies and industry stakeholders to stay updated on HSE regulations and ensure ongoing compliance.
- Team Engagement: Lead HSE meetings, toolbox talks, and safety briefings with offshore personnel.
Skills
Education:
- Bachelor's degree in Engineering, Environmental Science, Occupational Health, Safety Management, or a related field.
- A Master’s degree (MSc) in Occupational Health and Safety Studies is advantageous.
Certifications:
- Relevant certifications such as NEBOSH IGC, IOSH are required.
- Relevant certifications CSP, NEBOSH-Dip may be preferred. BOSIET training is required.
- Proficiency in HSE management software and MS Office Suite (Word, Excel, PowerPoint).
Technical knowledge:
- Offshore Safety Regulations: Extensive knowledge of offshore safety regulations (e.g. IMO, STCW, OVID, SOLAS), including international standards (e.g., OHSAS, ISO 45001, 9001, 14001) and local regulatory requirements for offshore works.
- Risk Assessment and Incident Investigation: Proven experience in conducting offshore risk assessments, HAZID/HAZOP studies, and managing incident investigations and root cause analyses.
Experience:
- Proven experience as an HSE Manager or similar role in the construction industry.
- min 15 years of field experience (onshore/offshore), including involvement in large capital projects and brownfield work, with at least 5 years in offshore oil and gas operations.
Skills & Competencies:
- In-depth knowledge of construction safety regulations and standards, with a preference for familiarity with OSHA and HSE UK regulations.
- Strong communication and leadership skills to effectively train, motivate, and guide personnel in environmental and safety practices.
- Excellent problem-solving skills and the ability to conduct thorough incident investigations and risk assessments.
- Proficiency in using safety management software and tools.
- Strong organizational skills and meticulous attention to detail.
- Ability to work collaboratively with various stakeholders, including contractors,subcontractors, and regulatory authorities.
- Proficiency in preparing and delivering project related documents, reports and presentations.
