• Measure corridor journey time and journey time reliability performance for key corridors and identify opportunities to improve performance
• Review the macro model maintenance that the RMC uses and review the data validation results
• Support external stakeholders to prepare and coordinate traffic management plans for major events
• Support the preparation, testing and implementation of traffic management response plans for major events and planned roadworks
• Prepare KPI measurement reports and supporting analysis commentary
• Carry out the regular review and verification of congestion management response plans and planned SCATS interventions for improving corridor and network performance
• Review and report on the contractor methodology for updating macro and micro simulation models and the review and testing of model updates
• Monitor and review the macro and micro simulation modelling elements of the RMC SS project, identifying potential issues and improvements
• Identify key trends and provide suggestions for improving road network operations
• Undertake any work of a technical nature that falls within ability and competence to provide a solution to engineering problems.
• Work under minimum supervision and competent to check the work of others and supervise less experienced or junior staff
• Keep up to date with industry best practice and apply best practice to ensure professional development
• Adhere to Health and Safety policy and procedures and comply with new work instructions
• Contribute to establishing work schedules for major projects, set priorities, and ensure the appropriate assignment of equipment, materials, and personnel.
• Supervise work carried out by outsourced contractors as per PWA’s standards and sign off on jobs.
Skills
• Bachelor’s Degree in Engineering or relevant subject
• Education qualification obtained from North America, West Europe, Australia
• Current/valid Qatar Driving License would be an advantage
• Minimum of 10 years’ experience in traffic planning sector, supervising a team and managing contractors to deliver required performance standards
• Experience of working in a multidisciplinary Organization preferably in the Middle East
• Extensive knowledge of leading practices in road planning/ approaches/ tools.
• Knowledge and experience of Traffic Management and guarding and signing of excavations preferred.
• Knowledge and experience of Quality, Health and Safety, and Environment policies, procedures and regulations preferred
• Competent in Microsoft Office Packages
• Ability to influence and engage stakeholders and staff at all levels within the Organization
• Ability to communicate verbally and in writing in English is essential
• Ability to communicate verbally and in writing in Arabic is preferred
