Job description:
  • Leads a group of Procurement professionals and plans sourcing to support field operation's or project management's strategic plans
  • Complies with and executes Supply Chain Management strategy in accordance with policies and procedures. Directs the creation of request for quotations (RFQ) and competitive biddings from various suppliers to obtain best quality, delivery and price for goods and services
  • Responsible for approving the selection and qualification of suppliers, negotiating with suppliers, and implementing agreements for local procurement of goods and  services not covered under Category Management
  • Develops strategies to improve supplier performance for spend not under regional or global Category Management
  • Collaborate with other supply chain function to achieve the common goal of providing the most  economically product/ service cost to stakeholder in order to maximise cash flow and minimise inventory holding
  • Oversees Procurement function in Qatar
  • End to End ownership to support API Audits, Internal Procurement Audits to ensure no compliance breach
  • Collaboration with Legal to drive effective contracts management
  • Full adherence to Company Procurement Business Policies
  • Spend Management and Cost Control Initiatives

 

REQUIREMENTS
  • Degree in a related discipline and a minimum of 8 years of experience or equivalent industry  experience in lieu of education
  • Advanced procurement certification is preferred.
  • Advanced knowledge of procurement and materials function as it relates to oil field services
  • Strong verbal and written communication skills, to interface with external suppliers and internal stakeholders
  • Effective negotiation skills
  • Skilled in establishing and maintaining effective working relationships
  • Effective supervisory skills
Profile description:
  • Plans sourcing of goods and services to support field operations, Technology, or project management strategic plans at the plant level and ensures the timely creation of purchase orders in response to these requirements.
  • Directs the creation of request for quotations (RFQ) and competitive biddings from various suppliers to obtain the best quality, delivery, and price for goods and services, or if bidding is not possible, ensures that the single/ sole source justification has been executed by the buyer or internal customer.
  • Responsible for approving the selection and qualification of suppliers, plus negotiation, implementation, and renewal of agreements for local procurement of goods and services not covered under Category Management
  • Executes special procurement projects, such as organizing and facilitating discussions between internal customers and suppliers.
  • Executes procurement processes in accordance with policies, business practices, and work methods, as well as Category Management strategy, while maintaining good supplier relationships based on trust and integrity.
  • Mentors and trains procurement personnel
  • Works with BD and PSL’s to set specifications for products and services to attain market leverage without compromising specified requirements, based on analysis of market conditions, trends, and new sources of supply.
  • Develops strategies to improve supplier performance for spend not under regional or global Category Management
  • Resolves systemic or process-oriented Goods and Invoice Receipt issues (GR/IR), including Electronic Data Interchange (EDI)
  • Delegates responsibilities for expediting, de-expediting, and issuing change orders to meet field plant, or project demands.
