Head Projects Control

JOB PURPOSE / OBJECTIVE

Oversee and manage the project controls functions within the Project Group organization and/or on a specific project.

KEY ACCOUNTABILITIES

Strategy and Performance Management

  • Creating and implementing project controls strategies, policies, and procedures that align with the organization's objectives and project requirements.
  • Engage with project stakeholders, including clients, project managers, senior management, and external partners, to facilitate effective communication and ensure alignment with project controls processes.
  • Contribute to the development and execution of the Department's mid-term strategic plans to ensure alignment with the Department's strategic priorities, and the corporate goals.
  • Contribute to the development of annual business plans for the assigned areas of responsibility to support the achievement of financial and strategic objectives.
  • Monitor, control and report key performance indicators related to the Section in order to track performance and recommend corrective actions.
  • Collaborate with project managers and projects heads to determine resource requirements and ensure timely allocation and utilization of resources.
  • Track and analyze project performance indicators such as schedule progress, cost performance, risk management, and quality control to identify areas for improvement and make data-driven decisions.
  • Change Management: Establishing change control tools to manage scope changes, evaluating their impact on project parameters, and providing recommendations to the project team and stakeholders

Budget Planning, Cost Estimation and Schedule Management

  • Provide input into the preparation and consolidation of the Section's budget, monitor financial performance during the year and identify areas of unsatisfactory performance (if any), and recommend mitigating actions.
  • Collaborate with the project team to develop accurate project cost estimates and continuously monitor and manage project expenses to ensure adherence to the budget.
  • Oversee cost estimating, budgeting, and forecasting activities to ensure projects are completed within budget constraints while maintaining quality standards.
  • Oversee project schedules and monitor progress to ensure timely project completion.

Reporting, Documentation and Communication

  • Providing regular project controls reports to project stakeholders, senior management, and clients to keep them informed of project status, issues, and potential risks.
  • Working closely with project managers, engineers, and other key stakeholders to ensure project controls activities are integrated into overall project planning and execution.
  • Maintain accurate project documentation, records, and archives to facilitate project audits, reporting, and knowledge transfer.

Contract Administration

  • Oversee contract administration processes, including tracking variations, claims, and disputes, and ensuring compliance with contractual obligations.

Qatarization

  • Contribute to the development and training of Qatari employees. This accountability is applicable to expatriate employees only.
  • Implement developmental plans to assist qualified Qatari Nationals to occupy potential vacancies so as to adhere to stipulated Qatarisation targets.

Policies, Systems, Processes and Procedures

  • Continuous Improvement: Identifying opportunities for process improvement, implementing best practices, and incorporating lessons learned to optimize project controls effectiveness.
  • Implementing quality control procedures and monitoring compliance with project quality standards to deliver high-quality outputs.
  • Identify project risks in coordination with project manager, project engineers and other project stakeholders and developing risk mitigation strategies, and monitoring risk exposure to minimize potential impacts on project outcomes.
  • Implement best practices, lessons learned, and continuous improvement initiatives to enhance project controls processes and optimize project performance.

Quality, Health, Security, Safety and Environment

  • Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Section to guarantee employee safety and delivery of high-quality products/services.


QUALIFICATIONS & EXPERIENCE

Education

Required : Bachelor's degree in Accounting, Finance, Sciences, Information Technology, or Engineering.

Preferred: Bachelor's degree in Engineering.


Experience

Required : Total of 10+ years of experience in Project Controls functions including at least 3 years of experience as Project Controls Head preferably in petrochemical or O&G Industry.

Preferred : Brownfield project controls experience.
