The incumbent will contribute to the organization by taking responsibility to oversee the implementation of health insurance across all PHCC health centres. The Program Manager provides oversight of several Insurance projects and participates in the operational management and strategic planning of the National Health Insurance along with key PHCC stakeholders who will be active member of this program office. In addition, liaise with senior leadership team to make critical decisions on changes expected to be implemented as part of health insurance implementation. Maintain regular interaction with External & internal stakeholders, monitor progress of multiple projects, manage program budget / resources, identify risks / mitigation plans and report program status back to NHI executive steering committee throughout the life cycle of the program.

Key Responsibilities:

  • Define, design, and implement program objectives, milestones, budgets.
  • Plan, schedule, conduct and coordinates the technical and management aspects of projects.
  • Managing the overall operations of National Health Insurance program at PHCC.
  • Monitor and guide project managers on execution strategies, program policies, deliverables, building risks / mitigation plans, and methods on successful closure of projects.
  • Facilitate change management process within the business to ensure project benefits are ascertained.
  • Provide expert opinion on health insurance regulations, standards, and industry best practices.
  • Lead program-wide transformative change in the area of “Operations, automation-CIS/HIM/CRCM & refine controls & reduce touch points.
  • Participate in project related meetings and resolve project management issues.
  • Developing, processing, and monitoring evaluation toolkits to measure program performance.
  • Work closely with the Department Managers and Project Managers to ensure that they have the systems, processes and resources in place to deliver their full contribution in executing the project.
  • Ensure the execution of the project complies with best practice standards, current and future legislative requirements, and PHCC’s guidelines.
  • Act as a bridge between higher management and people who are responsible for execution of the program. Make sure that the project runs smoothly and stays on schedule.
  • Facilitate vendor contracts, statement of work agreements, and relationships between Corporate & Vendor to ensure project deliverables are met.
  • Acts as advisor to the contracts in contractual insurance concerns.
  • Coordinate with MoPH, HMC and other external stakeholders to align PHCC interests.
  • Demonstrate strong leadership, organizational and communication skills with all key stakeholders.
  • Collecting, recording, and analysing project data for developing insightful reporting for top management.
  • Ensure that the aspects of patient safety, risk management, and quality improvement are embedded in all the processes under are of responsibility.
  • Foster a culture of safety, where staff feels encouraged to raise concerns and report incidents without fear of disciplinary procedure.
  • To develop a culture of learning and encourage staff to learn from defects. Learning should lead to continuous process improvement.
  • To collaborate with other leaders for Patient safety.
  • The incumbent will undertake any such related duties or responsibilities as directed.
  • Ensure high standards of confidentiality to safeguard any sensitive information.


Job Requirements:

  • Bachelor’s degree in medicine
  • Certification in Project Management Program (such as PMI, PMP)
  • Minimum of 15 years of experience.
  • A minimum of 5 years' experience as a program Manager for a medium to large-sized health care organization.
  • Proficient at using technology in project management processes.
  • Has a firm understanding of health care sector.
  • Sound knowledge and experience in medical coding is added advantage.
  • Cerner (Clinical Information system), myCARE & RCM experience is preferred.
  • Good understanding of the key components of program/project management
