Senior Manpower Planning Specialist

Job Role Summary Supports Head of Recruitment in organizational manpower planning and recruitment operations. Set up and streamline recruitment procedures. Work with Recruitment agencies and participate in Qatari & High end recruitment Work with line mangers on organization design updating organization charts. Details Roles & Responsibilities • Develop & implement recruitment strategy in coordination with Head of recruitment. • Develop & Operationalize Manpower Planning strategy in coordination with Head of recruitment. • Coordinate with Ashghal Managers, PMC counter parts and external consultants (when needed) on organizational redesign. • Meets with Employing Departments and subject matter experts to understand their short & long term manpower requirements and the nature of the forthcoming projects • Develop and implement short & long term action plans to address Ashghal manpower needs and vacancies • Develop and maintain Ashghal organization charts • Develop and places job advertisements in various media or publications in coordination with the Recruitment researcher. • Negotiates & develops headhunting services agreements with employment agencies. • Follows recruitment protocols and ensures compliance of the recruitment process with recruitment guidelines & policy. • Conducts reference and background checks on applicants (when & if needed). • Conducts negotiations with candidates in order to promote Ashghal, the employment terms and the State of Qatar. • Monitors job offers and compensation versus local employers to ensure competitiveness. • Supports the search & intake of Qataris in coordination with the Recruitment Specialist. • Projects yearly manpower & recruitment expenditures for budgetary consideration and control. • Mentors and coaches Nationals within HRD

Educational & Experience: Minimum Requirement: • Master preferably in the field with (11) eleven years of relevant experience. • Bachelor preferably in the field with (12) twelve years of relevant experience.
