Role Purpose The Sourcing & Contracts Analyst – IT supports the IT Department in managing end-to-end sourcing, tendering, and contract administration activities for technology systems, software, and digital services. The role ensures compliance with Qatar Government procurement regulations while delivering value-driven vendor management and contract governance. Key Responsibilities IT Sourcing & Tender Management Execute end-to-end IT procurement processes including:RFP / RFQ scoping and preparation Technical and commercial evaluation Award recommendations and contract finalization Ensure full compliance with State of Qatar procurement procedures. Conduct market research, vendor analysis, and cost benchmarking. Support tender committee documentation and evaluation reports. Contract Administration & Governance Draft, review, and administer IT-related contracts including:Software licensing agreements Cloud services contracts Infrastructure and cybersecurity agreements Implementation and support contracts Maintain contract registers, renewals tracking, and compliance dashboards. Monitor SLA performance and vendor deliverables. Ensure alignment with audit and governance requirements (MOF / State Audit Bureau standards). Vendor & Performance Management Track vendor performance against KPIs and contractual obligations. Support contract negotiations, amendments, and renewal processes. Coordinate with IT, Finance, Legal, and Procurement stakeholders. Identify cost optimization and contract improvement opportunities. Process Optimization & Reporting Support digitalization of procurement workflows. Prepare data-driven procurement and contract performance reports. Maintain documentation standards in compliance with government policies. Contribute to continuous improvement initiatives in IT procurement processes. Minimum Skills & Competencies Strong knowledge of Qatar Government tendering and procurement regulations. Understanding of IT sourcing categories including:Software Cloud Services Infrastructure Cybersecurity Solutions Proficiency in ERP / e-Procurement systems (SAP, Oracle, or equivalent). Strong analytical and commercial evaluation skills. Excellent documentation and reporting capabilities. Effective stakeholder and vendor management skills. Strong written and verbal communication skills (English required; Arabic preferred). Experience & Qualifications Education Bachelor’s degree in Business Administration, Supply Chain, IT, Finance, Engineering, or related field. Experience Relevant experience in IT procurement, sourcing, or contracts management as per Skill Band requirements (Article 4.2.4 of Appendix A). Experience within Utilities, Energy, or Government sectors in Qatar is highly preferred. Familiarity with MOF and State Audit Bureau procedures. Experience working with Government Tender Committees. Certifications (Preferred) CIPS (Chartered Institute of Procurement & Supply) PMP (Project Management Professional) ITIL Foundation or equivalent
