We are currently seeking a Procurement Engineer, reporting directly to Head of Procurement to join the team based in Doha, Qatar.
Contract Duration: 12 months Contract(Extendable)
Job Description:• Support Head of Department and Project Management, in managing Buyers, Expeditors and Logistics Coordinators in their respective function in the department.• Support Head of Department in preparing Procurement/Subcontract Plan, Procedure and other project procurement related documentation.• Preparation and issuance of prequalification dossier for Supplier (Material Supply) and Subcontractor (Services) for all project and proposal related requirement of T. EN.• Review and understanding of Scope of Work, Material Requisition and similar document in order to prepare for the tendering stage of the material / service requirement.• Preparation of Bidder List and Single Source Justification (if needed) prior to tendering of the material / service requirement.• Issuance of Invitation to bid, Request for Quotation, and Request for Information.• Expedite and follow up proposal, offer and quotation issued.• Coordination with Engineering, Project, Cost and Planning department on the technical review and commercial review of offer.• Preparation of commercial clarification queries and close out with all the bidders.• With the support and guidance of the Head of Procurement & Subcontract, negotiate and close out all commercial clarifications with bidders.• Preparation of Award Recommendation and Commercial Bid Tabulation.• Preparation of Purchase Order / Service Order / Subcontract and Transport Service Order in both ERP system and Contract template.• Facilitate Kick Off Meeting, Expediting Meeting and Coordination with Vendor, Project and Engineering.• Monitoring and Review of claims, potential claims, back charges and liquidated damages with all ongoing PO, SO, Subcontract and TSO issued.• Close out of PO, SO, Subcontract and TSO and evaluation of suppliers and subcontractor.• Invoicing and milestone payment handling.• Preparation and inputs to Procurement Reporting and KPI. Qualifications:• Bachelor degree in Engineering• 5-10 years work experience in Procurement and/or Subcontracting related to Oil & Gas sector.• Good ethical command, tenure and background related to procurement.• Extensive knowledge in commodities and supplier (services and materials) related to oil & gas EPC project.• Knowledgeable in P2P ERP system (SAP, Oracle, or equivalent).
