Healthcare Facility Manager

Location: Al-Udeid Air Base, Qatar

POSITION SUMMARY

The Medical Facility Manager (MFM) is responsible for providing facility management services for all medical group facilities. Services include, but are not limited to, mechanical, electrical, power generation, HVAC, water, incinerator, medical gas, and fire detection and suppression systems. Positions supervised may include Facility Maintenance Technicians.

JOB RESPONSIBILITIES

  • Transcribe The FM is responsible for the care, custody and protection of the real property facilities assigned and the real property installed equipment therein and is responsible for meeting work requirements, including scheduling of personnel, work supervision, and quality control.
  • Maintains policies and procedures, review and evaluate current maintenance program performance.
  • Plan, direct, and coordinate personnel and activities concerned with the operation, repair, maintenance, and construction of facilities, equipment, buildings, and grounds to minimize interruption and improve efficiency.
  • Facilities services will be provided with constant in-person coverage 8 hours per day, Monday through Friday, and on call 24x7 for medical facility emergencies.
  • Responsible for enforcing building cleanliness standards, conservation practices, and take preventative/corrective measures to maintain a safe, clean, sanitary, healthy, presentable, professional atmosphere, free of dust, clutter and trash in all working facilities and areas. Inspects facilities for safety, security, and maintenance problems; makes recommendations on replacement versus repair, necessity of upgrading facilities and cost of such equipment and supplies; identify and eliminate safety hazards; assist with the regulation of medical waste and hazardous material disposal.
  • Responsible for enforcing and maintaining the safety program in compliance with OSHA and United States Air Force (USAF) requirements.
  • Inspects facilities for safety, security, and maintenance problems; makes recommendations on replacement versus repair, necessity of upgrading facilities and cost of such equipment and supplies; identify and eliminate safety hazards; assist with the regulation of medical waste and hazardous material disposal.
  • Will act as HAMAT monitor.
  • Maintains policies and procedures, records of work orders and inspections, and review and evaluate current maintenance program performance.
  • Prioritize workload; follow-up on assignments; direct and perform quality maintenance (facilities & landscaping services) in a cost-effective manner.
  • Will attend regular meetings with base organizations and make presentations when requested.
  • Will participate in real property inventories and is responsible for proper utilization and safeguarding of all government and contractor property provided for contractor use (e.g., to include government facilities, equipment, and tools).
  • Assist in the development of emergency and disaster response plans and ensure all personnel are trained to carry out emergency actions.
  • Performs other duties as assigned in accordance with contractual, functional, and mission requirements.

REQUIREMENTS

  • High school diploma or equivalent. Bachelor’s degree preferred.
  • Must be a U.S. Citizen with a current, valid U. S. Passport.
  • Must have or be able to obtain and maintain a valid U. S. SECRET Security Clearance prior to deployment.
  • Must have a valid U.S. Driver’s License.
  • Must have an international driver’s license and capability of obtaining an Air Force flight line driver’s license.
  • Must be able to communicate in English.
  • Must be able to pass employment and deployment qualification requirements that include psychological, medical, dental, drug testing, background checks, etc.
  • Candidates must successfully complete both online and hands on CBRN (chemical, biological, radiological and nuclear) defense training.

EXPERIENCE:

  • A minimum of five years’ experience with building management and/or maintenance.
  • Must have experience of supervising and training staff. Management experience includes supervision of employees, completing required reports, and dealing professionally with the customer.
  • Full knowledge of facilities management industry practices and medical facility regulations such as Department of Defense Joint Commission standards, Life Safety, Environment of Care, privacy, and confidentiality requirements (HIPAA), National Fire Protection Association (NFPA) regulations and Occupational Safety Health Administration (OSHA) requirements as they relate to medical and dental facilities.

SKILLS:

  • Must be skilled with Microsoft programs such as Excel, Word, and Power Point.
  • Excellent writing skills.
  • Able and willing to work periods of long hours to meet mission requirements.
  • Military experience in a contingency environment and knowledge and experience working with government contracts preferred.
