The
Program Property Manager is responsible for the effective and efficient management of all Government Furnished and Company Acquired assets on the Southwest Asia Pre-positioned War Reserve Material Contract. This equipment is called Organizational Equipment and it is accounted for and tracked on an Organizational Equipment Listing (OEL). This equipment will be governed by following the guidance in Department of Defense (DoD), USAF and Federal Acquisition Regulations (FAR). Helps develop and implement logistic policies, processes and procedures pertaining to the management of OEL assets. Ensures compliance with Performance Work Statement (PWS) and Amentum ISO 9001:2015 Quality Management System (QMS).
Principal Accountabilities
- Provides guidance and direction to the Site Managers/Site Supply Managers at all WRM locations on the management of Organizational Equipment Listed (OEL) items.
- Ensures compliance with prescribed Department of Defense (DoD), United States Air Force (USAF) directives, Performance Work Statement (PWS), and Federal Acquisition Regulations.
- Ensures all Government Furnished Property (GFP) and Contractor Acquired Property (CAP) are properly tracked, documented and identified on OEL listings.
- Develops policies, processes and procedures concerning management of OEL items to ensure all Sites implement the precepts of quality assurance within the guidelines set forth in the ISO 9001 program. Ensures all work is completed to this quality standard.
- Coordinates resolution of any discrepancies through the Program Supply Manager to the client's functional representatives i.e., USAFCENT LGS Staff/Contracting Office and Acquisition Management Integration Center (AMIC) Property personnel.
- Analyzes support trends and Quality Assurance Evaluation (QAE) Reports to resolve any adverse trends/reports and then implements corrective actions.
- Periodically visits all sites to provide assistance and to ensure the OEL program is being managed properly and effectively in accordance with prescribed directives.
- Performs other duties as assigned.
- Works in normal office environment.
Minimum Requirements
- Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word programs.
- Must have working knowledge of AFMAN 23-122 policies and procedures concerning accountability and responsibility, and property management as prescribed in FAR subpart 45.5.
- Must possess a valid home country driver's license and ability to obtain host nation driver's license.
- High School diploma or equivalent required.
- Light to moderate lifting as required carried out in an office environment.
- Ability to travel domestically and internationally.
Preferred Qualifications
- Knowledge of mathematics, familiarization with the accountability of USAF or US service equivalent property, SBSS policies and procedures and principles of property accounting through manual or automated systems preferred.
- A minimum of three to four years experience with duty performed in various USAF Standard Base Supply System (SBSS) functions and one year property accounting using FAR regulations is desired.
- Certification as Professional Property Manager (CPPM) or Certification as Professional Property Administrator (CPPA) is highly preferred.
- Maximo experience is preferred.
