Key Result Areas
➢ Develop the strategy for policy relevant research and analysis, and policy development under the focus areas as defined by the center strategy and define a distinct methodology for transitioning knowledge from academic and research partners to policy relevant audiences including key stakeholders in the local sustainability ecosystem
➢ Contribute to selection of topics via identified policy issues of national, regional, and international prominence
➢ Identify existing expertise and research on key selected topics within the QF ecosystem, and partner with these relevant stakeholders to translate these into digestible policy recommendations that can be used by national and international stakeholders
➢ Work with local and international policy relevant institutions, e.g., think tanks, academic institutions, and other related organizations, to develop policy relevant content for the center that is relevant for local and global policy communities
➢ Conduct research, analysis, and develop evidence-based policy recommendations, leveraging the expertise found at Education City and of external partners: for sustainability in dry and arid climates; on long term sustainability economic considerations for Qatar; and on the future of energy markets
➢ Identify relevant policy and research partners including academic and content partnerships; fellows; local and global sustainability institutes and academic stakeholders and facilitating their involvement in policy relevant content development with the policy development team at Earthna
➢ Develop policy recommendations for local policy makers, and where relevant for global policy audiences based on successes from Education City sustainability programs and pilots
➢ Work with the program management and content development teams to coordinate content for the center’s reports and policy papers on an annual basis and specifically for the center’s flagship event(s) with external partners where relevant and by developing in house content
Director, Research and Policy Development
➢ Work with the stakeholder engagement team to seek out and engage relevant stakeholders from government, industry, and civil society to advocate for policy change at different levels from regulation, to policy-setting, to implementation, and evaluation
➢ Work closely with national policy stakeholders at government on center topics, and with the center’s stakeholder engagement team, providing advice and support through consultative engagement, production of white papers and other policy briefs, organization of round tables and private briefing sessions, and other tools of relevant engagement
➢ Develop clear and targeted policy advocacy plans, with the Earthna team, for national and international audiences and on topics where Qatar has a strong hold given its specific local context, and based on the center’s policy outputs; support the delivery of the plans
➢ Work with the content development team and the stakeholder engagement team to explore ways to disseminate policy recommendations to a local and global audience as part of the centers advocacy plans and engagement strategies with local and international stakeholders and relevant communities of practices / communities of interest
➢ Contribute to the center’s output with regards to op-ed writing, memos, media engagements and other such related tasks with the Earthna team
➢ Set clear goals and key performance indicators for policy development at Earthna, working with the team to translate content for policy advocacy purposes at local and international levels
➢ Develop policy research and analysis methodologies and policy writing guidelines to support the development of the research and policy development team
➢ Develop clear and targeted policy advocacy plans, with the Earthna team, for national and international audiences and on topics where Qatar has a strong hold given its specific local context, and based on the center’s policy outputs
➢ Support capacity building in research and policy development, and advocacy within the team and more broadly contribute to supporting an active policy ecosystem at QF and national level
Minimum Requirements
➢ Master’s Degree in a relevant field and 8 years of relevant full-time work experience, 5 of which at a senior supervisory level; PhD preferred
➢ Knowledge in the sustainability needs of the region with a focus on dry/arid climates and in the context of hydrocarbons-rich nations
➢ Proven understanding of the 3 dimensions of sustainability, environmental, social, and economic and how those interlink at a broad strategic level to enable developing policy recommendations for sustainable cities, economic and energy transition
➢ Background and understanding of energy systems and models and the policy implications of policy changes regarding the energy mix on the economy and the different sectors
➢ Experience working in consulting/advising policy makers and engaging with senior government officials
➢ Consulting expertise, particularly in advising decision-makers in administration and other institutions
➢ Strong leadership, communication and collaborative skills and an aptitude for relationship building at local and international level to enable cross-industry experts to engage and discuss policy-relevant issues
➢ Experience in developing and running advocacy campaigns and community engagement strategies to galvanize behavioral change
➢ Advanced knowledge in public policy or public administration, economics, international development, or similarly relevant field
➢ Experience working in sustainability content development and policymaking is highly desirable

➢ Exemplary interpersonal skills and proven ability to develop and manage working relationships

➢ Experience working in the Gulf preferred
➢ Proficiency in MS Office applications
