Primary Purpose Of Job
QatarEnergy's Information Systems division (Operations Solutions) is currently looking for a Senior System Engineer. The ideal candidate should have a profound understanding of Oil & Gas operations, software applications, and industry standards. They must also possess strong vendor management capabilities. As the system owner, the selected candidate will be responsible for managing various applications, such as, process monitoring, Data historian, Laboratory Management Information Systems, Process information analytics, Asset performance management systems, and process safety management. A crucial aspect of their role involves expertly overseeing the entire project lifecycle, from requirements conversion and solutioning to contract management, procurement, design, delivery, and ongoing support. Their primary focus will be ensuring continuous availability and business continuity of deployed IT solutions through regular maintenance, effective incident management, and proactive risk assessments, thus ensuring high levels of maintenance and end-user satisfaction within the organization. Position Responsibilities: As the IT Senior System Engineer, you will hold primary responsibility for managing and supporting ICT Systems/Solutions implemented for Qatar Energy's upstream and downstream process operations. Your role is crucial in ensuring the smooth functioning and advancement of the Qatar Energy’s IT infrastructure. Your key responsibilities include:
- Leads and manages simultaneously multiple medium and large size IT projects/programmes to acquire or improve IT systems with a delineated scope of work to be executed within a finite time frame in a medium to high complexity context.
- Provide IT systems/solutions maintenance and support by monitoring the systems/solutions technical and contractual status and make sure of the solutions/systems business continuity technically and contractually.
- Handles and responsible for all aspects of project’s and Contract activities including tender and contract’s execution from tender preparation, issuance, bidding and evaluation to establishment of contract award for the purchase, implementation, maintenance, upgrade, support and associated services of software, going through mobilization of contractor’s team until the completion and hand-over of the procured system through coordination with vendors, users and other ICT Divisions, toward its completion within budget, within approved timelines and according to established/defined quality criterions and standards.
- Reviews, analyzes, and evaluates user requirements, and prepares feasibility/business case reports and technical requirements documents for ICT and end-user Management approvals and authorization to make sure that IT projects are delivered according to QatarEnergy’s business needs and approved budget.
- Compile detailed Scope of Work in accordance with established Contracts and ICT department's policies and procedures, develop a detailed project plan and execution and track progress/plans, changes, risks, budget, assurance and change management arrangements to ensure that all project requirements are adequately documented.
- Designs tender technical evaluation criteria, uses a project team to evaluate bids and recommends solutions to ensure maximum productivity benefits and cost savings to QatarEnergy.
- Responsible and manages the installation, user training, commissioning IT purchased systems, and post-implementation reviews by monitoring the usage of the delivered systems through coordination with vendors, users, and other ICT Divisions to ensure proper implementation and that they are being used effectively.
- Establish, involve, and maintain relationship with the client, all stakeholders, and Senior Management / Steering Committee on managing the assigned projects/programmes; report and escalate to management as needed, communications with present and future stakeholders, coordinate internal resources and 3rd parties/vendors for the flawless execution of the projects/programmes.
- Participates in preparing the Section annual budget and projects plan in line with QatarEnergy financial policies and procedures by Identifying IT projects requirements from customers in order to deliver systems in the most cost-effective manner.
- Acts as on the Job Trainer/Coach for Qatari Associates and mentors junior project managers through both formal and informal channels.
Experience & Skills
- A minimum of 10 years of experience in project delivery, system administration and technical support is required, along with the ability to demonstrate skills such as analytical thinking, methodical problem-solving, and an open-minded approach to learning and utilizing new business technology.
- Proficient in deploying and maintaining various ICT applications utilized in operational functions within the Oil & Gas Energy sector. These applications include Data Historian, Laboratory Information Management Systems, Asset Performance Management Systems (GE Meridium), Electronic Permit to Work, and Condition Monitoring Systems, etc.
- Demonstrated experience in effectively collaborating with diverse stakeholders, with interpersonal and communication skills to comprehend business objectives and challenges, ensuring seamless alignment between IT solutions and organizational goals.
- Proven expertise in defining and evolving the solution architecture for ICT systems. Possesses extensive knowledge of industry standards and best practices, adept at converting intricate technical concepts into well-structured business cases.
- Proven track record in skillfully managing ICT technology and system enhancement projects/initiatives throughout their entire lifecycle. Proficient in tasks like scoping, vendor evaluation, procurement, planning, execution, validation, handover, and support, ensuring successful project outcomes.
- Experienced in contract management, including tender management, vendor evaluation, and procurement strategy. Highly adept at negotiation to secure third-party services. Proficient in financial and vendor management, optimizing contract value while maintaining quality service levels.
- Highly skilled in maintaining business continuity and continuous ICT system availability through regular maintenance, upgrades, change management, and prompt resolution of incidents/problems. Demonstrates remarkable problem-solving abilities to minimize operational disruptions, fostering effective collaboration with cross-functional teams.
- Experienced in risk management, with a focus on proactive evaluations for identifying vulnerabilities and risks in ICT systems. Skilled in implementing measures to enhance system reliability and resilience, including maintenance strategies, disaster recovery protocols, backup procedures, and configuration management plans.
- Experienced in ICT business strategy, automation, and digital transformation. Committed to continuous learning and updated with the latest trends in Operations Solutions & technologies.
- Familiarity with Industry 4.0 initiatives, encompassing cloud computing, mobility, big data, and digital transformation.
- Strong organizational skills for project and SDLC documentation
Education
- Holds a Professional degree in Computer Science, Computer Engineering, or a related field in Engineering or Business.
- Possession of a Project Management Professional (PMP) certification or equivalent is preferred.
- Technical certifications in areas such as Cloud, enterprise architecture, ITIL, etc. are advantageous.
