HII-Mission Technologies is seeking a motivated candidate to join our team of exceptionally dedicated professionals in an exciting, fast-paced, highly successful company. You will work in a collaborative team environment performing duties as a Contract Program Manager supporting the Air Force Civil Engineering Center (AFCEC) and the Air Force Contract Augmentation Program (AFCAP) missions out of Al Udeid Air Base, Doha, Qatar. The focus of this work is to assist the Government with the AFCAP missions and contracts to include defining, implementing, and managing, processes/procedures and labor resources necessary to provide comprehensive assistance with AFCAP Management across the spectrum of products and services.


What You Will Do


  • To advise and assist AFCAP customers and Government Program Managers:
  • In the management of AFCAP requirements throughout the development, execution and administration phases of AFCAP Task Orders.
  • In defining task order requirements, developing PWS’, Statements of Work, and cost estimates
  • With requirement generation advice and delivery strategies
  • With the development of Independent Government Cost Estimates (IGE) as needed
  • With the development and assembly of Requirements Approval Documents, Certification of Non-Personal Services, Manpower Mix Determinations, Content Data Compliance Standard Checklist, Essential Service Determination, Funds Assurance Letter, Military Interdepartmental Purchase Request, Interagency Agreement, Organizational Conflict of Interest, Non-Disclosure Agreements
  • On technical evaluations of AFCAP Contractor proposals
  • In organizing and coordinating project kick-off meetings
  • On task order requirement packages and modification packages
  • In all activities related to technical evaluation of proposals
  • On identifying government oversight shortfall on task execution and offer corrective recommendations
  • In calculating considerations for contractor non-performance or liquidated damages
  • With the timely generation of new task packages to ensure there is no gap of service for customers
  • In providing technical expertise to the Government at meetings worldwide
  • To deliver technical presentations, provide agendas, meeting minutes, and facilitate meetings
  • To provide detailed analysis of the AFCAP Contractor technical proposal
  • In providing Acquisition Support Services for all phases of the acquisition cycle
  • To support the pre-award and post-award contracting activities


What We're Looking For


  • Must possess a Top Secret Clearance
  • 15+ years relevant experience with Bachelors in related field; 13+ years relevant experience with Masters in related field; or High School Diploma or equivalent and 19+ years relevant experience.
  • Valid passport and state issued driver’s license
  • Program Management experience with complex and highly technical, multi-million-dollar efforts
  • Experience in Technical Writing and Evaluation of complex and highly technical proposals
  • Experience in preparation of turnkey, design-build, design-build-operate and traditional construction contract packages, and requests for proposals


Preferred Requirements


  • Master’s Degree in engineering, architecture, management, business or sciences or a Bachelor’s Degree plus eight (8) years of relevant work experience


Physical Requirements


  • Job performance will normally require only minor lifting and carrying of boxes
  • Shall have medical screening requirements for OCONUS assignment
  • Shall complete medical screening and pre-deployment health assessment (medically, psychologically, and dental)
  • Shall obtain State Department required immunizations/vaccinations
