Overview

The Cost Control Specialist (Reporting / Invoicing) is responsible for establishing and maintaining effective cost control systems, with a focus on project reporting and invoicing activities.

This role supports the project management team by providing accurate financial data, variance analysis, and forecasts to ensure that project costs remain within the approved budget.

The specialist also handles invoicing processes, ensuring timely and accurate billing in compliance with contract terms.

Responsibilities

  • Develop and implement cost control procedures to monitor project expenditures, commitments, and invoicing.
  • Prepare and distribute regular cost control reports, including budget status, cost variances, and forecasts.
  • Manage the invoicing process, ensuring all project costs are accurately captured and billed in a timely manner.
  • Analyze cost data to identify trends, variances, and areas of concern, providing insights and recommendations for corrective actions.
  • Assist in the preparation of cash flow forecasts and budget adjustments based on project changes and actual performance.
  • Collaborate with project managers, procurement, and finance teams to ensure accurate cost allocation and reporting.
  • Review contractor and supplier invoices for accuracy and compliance with contract terms before processing.
  • Maintain cost control databases and ensure data integrity and consistency in all financial reports.
  • Support the project team during audits, providing documentation and clarifications as required.
  • Ensure adherence to company policies, procedures, and contractual obligations related to cost management and invoicing.

Education

  • Bachelor’s degree in Finance, Accounting, Engineering, or a related field.

Certifications / Specialization / IT Skills

  • Proficient in cost control software (e.g., SAP, Oracle) and MS Office applications, especially Excel.
  • Certification in Cost Engineering (e.g., AACE CCP) or related qualification is an advantage.

Years Of Experience

  • Minimum 7 years of experience in cost control, financial reporting, or invoicing in the construction, oil & gas, or EPC industry.

Technical Knowledge

  • Cost Management: Strong understanding of cost control principles, including budgeting, forecasting, variance analysis, and financial reporting. Experience with cost data integration and reporting in large-scale projects.
  • Invoicing and Financial Processes: Proven experience in managing invoicing processes, including reviewing, validating, and coordinating with finance teams to ensure timely and accurate billing.
