Head, Health Policy and Strategic Partnerships

Job Purpose:

To identify and establish strategic partnerships, enhancing local and international collaborations, promoting WISH research and evidence-based policy translation, acting as WISH focal point for health diplomacy at global, regional and domestic levels.


Key Result Areas:

Strategic Partnership Development:

  • Support the development of a strategic approach to establish enduring partnerships with international third-party organizations, promoting WISH research and evidence-based policy translation, year-round, including regular engagement with international organizations, Doha-based embassies, and Qatar’s overseas missions.
  • Develop a strategic approach for capacity building in health diplomacy and evidence-based policy translation, aligned with QF and national health strategy.

International and Local Collaboration:

  • Identify opportunities for collaboration between WISH’s international and local partners, using WISH research to drive wider engagement.

Local Health Engagement:

  • Maintain ongoing dialogue with the Ministry of Public Health, HMC, and PHCC and other key local stakeholders ensuring WISH priorities and outputs align with local health needs, enhancing relevance and effectiveness for local stakeholders.

WISH Steering Committee Secretariat:

  • Lead the Secretariat work of WISH Steering Committee, including arranging meetings, commissioning papers, recording outcomes, and acting as a focal point for stakeholders.

VIP Stakeholder Engagement:

  • Collaborate with Qatar Foundation leadership, WISH CEO, and the Ministry of Public Health to devise and implement VIP stakeholder engagement plans for key WISH events, including summits and high-profile meetings.

Interdepartmental and Cross Policy Hub Centers Coordination:

  • Act as a bridge between WISH Research and Partnerships and Outreach Departments, and work with other QF policy hub entities, to foster strategic partnerships within QF and with external partners.

Research and Policy Promotion:

  • Support the WISH Director of Partnerships and Outreach communications team to promote WISH research content, policy outcomes, and relevant events.

Community Engagement:

  • In coordination with the Community Program Outreach Manager, support the development of a targeted approach to WISH advocacy as part of a broader local community engagement strategy, ensuring WISH policy outcomes benefit the local community.

Advocacy Plan Development:

  • Work closely with the Director of Partnerships & Outreach and WISH CEO to develop advocacy plans for WISH initiatives, including enhancing WISH’s participation in high-level boards/task forces and working groups at national and international levels to accelerate action on global health priorities.

Briefing Preparation:

  • Draft WISH-relevant briefings for Qatar Foundation and related meetings, such as UN events, high-level international visits, and ambassadorial visits, ensuring that WISH "boilerplate" messaging is up-to-date and fit for purpose.
  • WISH Summit’s related result areas

Delegate Composition Management:

  • Prepare and lead a comprehensive delegate composition list for WISH summits, considering priority areas, geopolitical factors, demographics, and key performance indicators (e.g., funded/self-funded delegates).

Delegate Focal Point:

  • In partnership with the Policy Hub Director of Summits, act as a focal point for WISH delegates, ensuring the logistical process meets the needs and expectations of WISH stakeholders.

Community Database Development:

  • Continue to build the WISH Community database, identifying new and existing collaborators within the wider Qatar Foundation family, fostering action-driven communities of like-minded champions.

Database Management:

  • Manage and maintain the WISH Community database, working with the Head of Business Support to transition to a new internal supplier.
  • Undertake other reasonable tasks as assigned by the supervisor


Minimum Knowledge, Skills & Experience:

  • Bachelor’s degree in a relevant field & 6-8 years of relevant full-time work experience, 2 of which at a supervisory level
  • Experience in establishing strategic health partnerships and translating research into policy.
  • Experience in developing and implementing advocacy plans at national and international levels.
  • Deep understanding of global health issues, public health, and health policy with documented experience in health diplomacy with national health authority representation and an international organization.
  • Excellent strategic and operational efficiency skills, delivery and quality focused.
  • Outstanding time and project management skills; works well under pressure.
  • Team-work oriented ethos.
  • Strong intrapersonal skills and ability to develop and manage productive working relationships with external contractors and internal delivery partners, in a multicultural environment with sensitivity and respect for diversity
  • Creativity and drive for innovation.
  • Excellent writing skills with the ability to draft and edit a variety of written reports and communications and to articulate ideas clearly and concisely; Arabic proficiency is an advantage
  • Proficiency in MS Office applications
