About the Middle East Council on Global Affairs
The Middle East Council on Global Affairs (ME Council) is an independent, non-profit policy research institution based in Doha, Qatar. It conducts policy-relevant research, convenes meetings, and dialogues, and engages policy actors on geopolitical and socioeconomic issues specific to the Middle East and North Africa (MENA) region. Serving as a bridge between the MENA region and the rest of the world, the ME Council provides a regional perspective on global policy issues. It also establishes partnerships with other leading research institutions and development organizations across the MENA region and the world.
Position Summary:
The Human Resources Officer is responsible for coordinating HR operations and providing vital support to both employees and management. This role encompasses a variety of tasks, including recruitment, employee relations, performance management, and ensuring compliance with employment laws in Qatar.
Principal Duties and Responsibilities:
- Manage the entire recruitment process, including advertising job openings, sourcing candidates, conducting interviews, and facilitating the hiring process.
- Conduct pre-employment checks, including references, background checks, and qualifications, ensuring all new hires meet Institution standards.
- Draft and manage employment contracts, renewals, and assist with onboarding activities for new employees and fellows.
- Act as the main point of contact for all HR-related inquiries, providing support and resolving issues promptly.
- Prepare and process monthly payroll, ensuring all data is accurate and deadlines are met.
- Manage all immigration, visa, and work permit-related activities for employees in coordination with the Public Relation Officer (PRO).
- Ensure timely submission of applications to relevant Ministries and maintain records of all processes.
- Stay updated on local employment laws and ensure all HR practices are compliant with Qatar Labor Law and Institution policies.
- Draft salary-related letters and certificates and oversee employee resignation procedures.
- Undertake any other duties as required.

Requirements
Education/Experience Requirements:
- Bachelor’s degree in human resources, business administration, or a related field.
- Minimum of 3 years’ experience in a similar HR role.
- Knowledge of HR principles, practices, and employment laws in Qatar.
Knowledge/Skills Requirements:
- Excellent organizational skills with strong attention to detail.
- Strong written and verbal communication skills; proficiency in English and Arabic is required.
- Proficiency in HR software and Microsoft Office Suite.
- Ability to work independently and prioritize tasks effectively.
- High level of discretion and confidentiality.
- Ability to multitask and prioritize in a high-pressure environment.
