Role Purpose:
Jobs at this level are engaged in the management of materials procurement & control for assigned areas (corporate / EPC projects) and will supervise the Procurement team in the assigned area, while coordinating with the project management team to ensure proper planning and preparation for project requirements.
Key Accountabilities
- Review all documentation at the project outset and accordingly develop a comprehensive list of material requirements.
- Provide information on procurement cycles to the planning department to facilitate the development and issue of the Materials Schedule.
- Identify, coordinate, and recommend reliable suppliers so that a range of suitably competent sources of supply is available.
- Review materials purchase requisitions including all relevant documents & records (e.g., Bills of Quantities, technical specifications, drawings, and quality and safety requirements).
- Seek quotations from local & international suppliers, verifying material specifications and negotiating prices where appropriate.
- Carry out or arrange for the technical &/or commercial evaluating of bids from suppliers to ensure that specifications are met.
- Consider & evaluate alternative material specifications to those specified, recommend solutions & seek approval for variations from the Project Management Team and/or client.
- Review necessary purchase orders and related documents so that materials can be acquired in accordance with requirements.
- Monitor the purchase order process so that the correct procedure is followed and appropriate payments can be made at the correct times and against agreed milestone/documents.
- Monitor expediting activities ensuring that all requirements are met so that materials and vendor documents are delivered to site on or before contractual delivery dates.
- Carry out or arrange for the technical and quality inspection of materials supplied to ensure that specifications are applicable to codes and standards.
- Liaise with others within QCON & with external parties, e.g., clients, suppliers & shippers to ensure efficient & timely receipt of materials requisitions.
- Monitor the processing of claims to supplement shortages or to receive compensation for damaged or unsatisfactory materials.
- Control stores or materials on-site, establishing an effective monitoring system to ensure efficient receipt, inspection, resolution, and subsequent issuing of supplies to authorized personnel.

Skills, Knowledge, Qualifications & Experience
- Relevant Degree in BSc. Engineering, Supply Chain, Marketing, or equivalent. Post-graduation qualifications desired.
- Minimum 10 years’ comprehensive experience in Procurement, Purchasing, Logistics, and Supply Chain Management.
- Thorough exposure to various commercial and contractual matters.
- Minimum 2 years’ experience as Manager or Head of multiple disciplines.
- Substantial technical and commercial experience in EPC and maintenance projects in Oil & Gas projects.
- High-level commercial and contractual experience in the Qatar market.
- Excellent leadership skills.
- Substantial budget and cost control experience.
- High-level planning and organizing skills.
- Well-developed organizational awareness.
- Excellent communication skills in English; Speaking, reading, and writing. Arabic Preferred.
