Vice President Compliance and Safety

Qatar Airways Group is looking for a Vice President Compliance and Safety to join our esteemed Technical Division. The executive will be responsible for the effective development and management of all activities related to Maintenance training, aircraft continuing Airworthiness, Compliance with EASA/ QCAA Part 145, Part M, Part 21, Part 66, Part 147 and any other regulations which are relevant to maintain Qatar Airways organisation approvals. The leader will be required to create and lead the implementation of managerial strategy that ensures the department and organization grows to be a compliant, and safe world class airline. They are also responsible for the effective management of personnel, technical and regulatory activities to ensure department strategies are aligned with organization objective and relevant technical procedures are current and is in line with national and international regulations and standards.

Accountabilities:

Strategic -

  • Ensure the development and management of an efficient and cost effective Compliance Monitoring and Safety Management, Maintenance training, and HSE sections in accordance with all QCAR/EASA requirements and company policies within Qatar Airways Technical Department and ensure that all aspects of the operation are in compliance with QCAA/EASA and company policies.
  • Plan, develop, define and control a system that will ensure that all aspects of QR aircraft maintenance operation and maintenance standards applied to QTR/Customer aircraft are all in compliance with QCAA/ EASA/ Company Policies.
  • Set and maintain Compliance standards to be met by the Technical department and Technical procedures reflect the highest standards. Responsible for the management and continuous development and improvement of Compliance Monitoring and Safety management Information Systems.
  • Develop strategic vision for the department to achieve time bound results.

Operational -

  • Direct and control the execution of audits, within agreed timelines, in accordance with the audit plan and follow up and verify the implementation of corrective action and ensure the closure of audit reports. Ensure an Audit Schedule is in place that will cover all aspects of the procedures, systems, facilities and products within the Technical department and is in compliance with EASA/QCAA regulations always.
  • To monitor Compliance Monitoring and Safety Management t records keeping for completeness and to ensure that all facts pertaining to the airworthiness of Qatar Airways and Customer aircraft are included.
  • Ensure through Compliance Monitoring Contracted maintenance Organisation is in compliance with QCAR/EASA Part 145 requirements.
  • Responsible to conduct Management  Review meeting quarterly with all department Management to identify any reported discrepancy not being adequately addressed by the relevant department or any disagreement concerning the nature of a discrepancy.
  • Ensure that technical, organisational and personnel requirements are being supported to obtain further development and maintenance of management system.
  • Manage Technical Occurrence Reporting and Air Safety Reporting systems and maintain sound communication channels with the Airworthiness Authorities.
  • Plan, control and administer the budget for Compliance and Safety  Department.
  • Undertake any special projects or assignments as assigned by the GCEO or CTO.
  • Ensure that all specified training approvals are maintained and managed to the level of and in accordance with QCAR/EASA Part-147,QCAR/EASA Part-66,QCAR/EASA Part-145 ,QCAR Part CAMO,EASA Part 21 and company standards.
  • Responsible for managing Airworthiness Review of Qatar Airways Aircraft in accordance with QCAR Part M and QCAR Part CAMO requirements.
  • Manage, plan and execute all maintenance training requirement within Technical to ensure appropriately qualified technical personnel are always available to ensure continued operation of aircraft.
  • Ensure all issues detrimental to acceptable standards or failure to comply with the MOE/CAME and Company Procedures are brought to the attention of the Accountable Manager.

Additional Accountabilities - 

  • Responsible for establishing feedback from maintenance incidents/issues and include them in recurrent training.
  • Review regulatory changes and to keep all company technical procedures/manuals current and ensure that appropriate revisions are raised and submitted to Regulatory Authority for approval, as required.
  • Responsible for controlling and maintaining the company authorization system for authorization approvals as per Regulatory requirement.
  • Assessment of suppliers of aircraft parts and materials for satisfactory product and documentation in relation to the needs of Part 145.
  • Responsible for assessing subcontractors working under the compliance monitoring system and maintaining the Part 145 standard.
  • Ensure that all work is carried out as per Company’s approved scope of approval and limitations.
  • Responsible for assessing external specialist services required to be used by the organisation in the performance of maintenance.
  • Responsible for co-ordinating action on airworthiness occurrences and for initiating any necessary further investigation and follow up activity.
  • Ensuring competence and qualification of personnel involved in maintenance, continuing airworthiness management, airworthiness review and Compliance Monitoring, Safety Management  by means of authorisation assessment boards and that staff technical qualification and recurrent training records are maintained to the standards required by the Regulations.
  • Ensure human factors principles are implemented and embedded within the organisation.

Qualifications

Qualifications and Experience:

Essential - 

  • Bachelor’s Degree or Equivalent with Minimum 10+ years of job-related experience.
  • Qualification in Aeronautical / Mechanical / Electrical Engineering OR ICAO type II holder engineer aircraft licenses.
  • Audit Training and Quality Management Qualifications. Aircraft /Engine /Avionics type training.
  • QCAA / EASA Part145, Part M, QCAA-OPS 1 Subpart-M, QCAA /or EASA Part 66&147 Training.
  • Operational experience gained in a world-class aviation maintenance and engineering environment and technically qualified.
  • Technical Quality Assurance/Compliance Monitoring experience with a major international airline and/or at least 5 years Aviation Authority airworthiness and maintenance spent in a supervisory or management role.
  • Previous experience of leading, managing and developing a sizeable organisation, with the personal responsibility for overall planning and financial accountability.

  • Good knowledge of aircraft / engine / avionics and Manufacturers Approved Data.
  • Fluent in English with strong technical reporting skills.
  • Must have a good working knowledge and understanding and be proficient in the use of MS Office and other similar IT software packages, functions of an approved Compliance Monitoring and Safety Management  program.
  • Must be able to perform to high standards within an environment of constantly varying workload and achieve their targets and business objectives.
  • Must be able to perform and think clearly in high pressure and technically complex situations in a 24/7 business and be able to make critical decisions using available information and personal knowledge, experience and judgement.
  • Managerial skills - Ability to delegate work, set clear direction and manage workflow. Strong mentoring and coaching skills. Ability to train and develop subordinate's skills. Ability to foster teamwork among team members.
