Senior Safety Engineer

To protect and enhance Ashghal reputation by assisting Director, Managers and employees to comply with the organization's Health and Safety Policy, to achieve the Health and Safety Objectives. The ultimate aim of Ashghal, and Asset Affairs’ Drainage O&M Department, is to reduce incidents, accidents and any associated impact on the health of employees, and others, engaged in or impacted upon by the organisations business activities. • To support the development and implementation of an effective Health & Safety management system to internationally recognised standard (BS OHSAS 18001). • Proactively and constructively support the championship of H&S at all levels in the business unit, providing competent advice / guidance as required, ensuring the continued development and subsequent on-going maintenance of the evolving Business Management System. • Develop the H&S Team to develop and sustain effective management and control procedures for all business activities within the Operations and Maintenance business. To guide / carry out investigations where appropriate and report findings to the Management Team. • Support the leadership of the H&S Team to develop, maintain, monitor and ensure implementation of H&S Action plan including: agreeing remedial actions; identifying trends (including statistical analysis); contributing to SLAs, KPIs and providing data where necessary including provision of reports for the Management Team. • Work with the H&S Team to monitor and report on the H&S performance of contractors, leading H&S site escalation meetings and providing reports for the Management Team. • Support the wider initiatives within the organisation for sustaining the successful development and implementation of effective Quality and Health & Safety management systems to internationally recognised standards (ISO 9001, ISO 14001 and BS OHSAS 18001). Experience: • Experience of developing and maintaining integrated business management systems. • Thorough knowledge and practical understanding of health and safety legislation in Qatar. • Thorough knowledge and practical understanding of BS OHSAS 18001 and of integrated systems such as ISO 9001, ISO 14001. Ideal candidates will also have a working knowledge of ISO 17025, 31000 and PAS55. • Qualified Auditor against ISO standards. • Thorough knowledge and practical understanding of continual improvement tools and techniques. • Strong project management and organizational skills. Skills: • An understanding of the Qatar legislation • Previous experience in a customer focussed utility organisation would be an advantage • Proficient in both English and Arabic Behaviours/Competence: • Must be able to work on own initiative • Confidence to direct employees and contractors clearly and authoritatively whilst maintaining Ashghal values and relationships • Ability to understand information from a number of different perspectives to ensure both the operational and customer perspectives are taken into consideration when assessing H&S Risks and recommending / implementing solutions • Flexible communication skills to be able to deal with customers and stakeholders as well as contractors and operators • Must be able escalate issues with evidence to management to resolve in acceptable timescales • Relationship skills to work with all Affairs Units to build common understanding and ensure delivery of robust and appropriate solutions • A ‘team player’ - someone who is willing to ‘go the extra mile’ and who is willing to embrace the concept of ‘collective responsibility’.

• Degree Qualified. • Qualified Lead Auditor OHSAS18001 • NEBOSH Certificate / Diploma in Safety Management • Chartered Member of the Institute of Occupational Safety and Health (CMIOSH) • Member of the International Institute of Risk and Safety Management (MIIRSM) • Member of the International Safety Coach Association (MISCA).
