We're Hiring | Payroll Manager | Doha, Qatar Are you an experienced payroll professional with strong expertise in end-to-end payroll management, statutory compliance, and multi-jurisdiction payroll operations? We are looking for a Payroll Manager to join (UCC Holding Group) in Doha, Qatar. This role will be responsible for managing accurate, timely, and compliant payroll delivery across multiple entities, ensuring adherence to Qatar and Kazakhstan payroll regulations, statutory requirements, and internal governance standards. Key Responsibilities✔ Own the complete monthly payroll cycle, including payroll inputs, validation, processing, approvals, disbursement, and WPS submission.✔ Manage all payroll components including salaries, allowances, deductions, overtime, arrears, bonuses, leave settlements, and end-of-service benefits.✔ Ensure compliance with Qatar payroll requirements, including WPS, QFC obligations, and applicable statutory contributions.✔ Manage Kazakhstan payroll compliance, including income tax, pension, social contributions, and statutory reporting requirements.✔ Establish and maintain payroll controls, approval workflows, audit trails, and compliance processes.✔ Reconcile payroll with Finance and support payroll accounting, accruals, and provisions.✔ Lead payroll transition projects, including system migration, parallel payroll runs, and data validation.✔ Support internal and external audits, statutory inspections, and regulatory reviews.✔ Maintain strict confidentiality and data protection of employee payroll information.✔ Manage employee payroll queries and ensure timely resolution. What We're Looking For Bachelor’s Degree in Accounting, Finance, or a related discipline. Minimum 8 years of payroll experience, including ownership of multi-entity payroll operations. Mandatory hands-on Qatar WPS payroll experience. Experience with Kazakhstan or wider CIS payroll and tax regulations is highly advantageous. Experience working with ERP payroll platforms such as SAP, Oracle, 1C, or equivalent systems. Professional payroll/accounting certification such as CIPP, ACCA, CMA, or equivalent is preferred. Strong knowledge of payroll controls, compliance, payroll accounting, and audit requirements. Advanced Excel skills with strong attention to detail and accuracy. High level of integrity, confidentiality, and ability to work under strict monthly deadlines. Fluent English required; Russian language skills are required for Kazakhstan stakeholder interaction.
